I think over the years, WeChat pay or account policy changed because of government requirements.
Sometimes, they need you to re-upload your documents (to be up-to-date) to use payment or money transfer.
Not sure if this is the cause of the problem?

About what you mentioned above, the WeChat payment and transfer of money was working after I asked a friend to verify her name on my account and link her bank ATM card to my account.
