I think those are meant for domestic market, unless u speak vn or have a local guide, it might be risky for u as a foreigner. It's a bit like ang mor going to geylang... not that it cannot be done... just that it would carry higher risks. Just my 2 cts.

Thanks for the advice, actually if u read the news link, it was stated that those cluster between district 1 & 3 are cater to foreigner. Though i am not really sure but anyway since i am there already, if have chance might well experience it, be it good or bad.
