Mystery IT executive in sex-for-business corruption case
By Joyce Lim The New Paper Monday, Jun 11, 2012 Her identity stays in the shadows and her role remains in the dark. The woman, whom The New Paper was the first to shine the spotlight on, was the centre of attention when news that the former Singapore Civil Defence Force (SCDF) and Central Narcotics Bureau (CNB) chiefs had been arrested first broke in January this year. She set the Singapore online world alight as netizens tried to find out who she was. Several sites even had pictures which they claimed were of the woman. The Straits Times later reported that the IT executive was an employee of an American multinational software company and is married with a kid. So who is she? Did she offer sexual favours or did she blow the whistle? Will she be a witness? Will she be charged? Well, we know one thing. She was nowhere to be seen when former head of SCDF Peter Benedict Lim Sin Pang, 52, was charged with corruption last Wednesday. Instead, three other women - Miss Esther Goh Tok Mui, Ms Lee Wei Hoon and Ms Pang Chor Mui - were named in court in relation to Lim's charges. Lim was slapped with 10 charges of corruption and is accused of having corruptly obtained sexual favours for himself from the three women. The companies they worked for were named in the charge sheets. Even though the three women were also in IT-related businesses, none of them was the IT executive that TNP had reported on when the news first broke. In late January, Lim and Ng Boon Gay, 45, former director of CNB, were reported to have been arrested, released on police bail and then suspended from their roles while under probe by the Corrupt Practices Investigation Bureau (CPIB). Criminal lawyer Edmond Pereira said it was possible that the mystery IT executive could, in fact, be a whistleblower. "There is also the possibility that she could be dealt with later," he added. "In a corruption case, both the receiver and giver can be charged. Or, it can just be the receiver being charged and the giver may or may not be charged," explained Mr Pereira. Prosecution witness? "The giver could turn into a prosecution witness and testify against the accused person in court. "But there is still a chance for the prosecution witness to be charged later." It could also be a case where the IT executive could be named in Ng's charge sheet if Ng is charged later. Ng's lawyer, Ms Melanie Ho, told The New Paper: "There has been no confirmation whether my client will be charged or not. We are still waiting for a response from the authorities." Mr Rajan Supramaniam, a criminal lawyer, said: "Investigations could still be ongoing and she (the IT executive) could be charged later. Even if she is turned into a key witness, there is a possibility of her being charged at a later date. "Charges can only be proceeded when investigations are concluded." Mr Ravinderpal Singh, a criminal lawyer, said that if the IT executive is involved, there is a possibility that additional charges may be preferred. And these additional charges will be brought up before the existing ones are concluded. As for whether Ng will be charged at a later date, Mr Ravinderpal said that Lim's case may not be linked to the investigations on Ng. "It is only when investigations are concluded and the Attorney General's Chambers have looked into the outcome of the case, will a decision be made on whether to prepare the charges," explained Mr Ravinderpal. Mr Rajan added: "There's no time frame here. The case can go on. "It's not over yet, expect more to come." MHA to review procurement The Ministry of Home Affairs (MHA) has begun a review of the procurement function. "The review will look at how procurement and project management can be better organised and structured, including whether there should be greater centralisation of these functions," an MHA spokesman said yesterday. "We will review governance, control and audit measures and continue to step up training of officers involved in the procurement chain. "The review should lead to an overall strengthening of the integrity of the procurement and tender process, and is expected to be completed by the third quarter of the year." Yesterday, The New Paper reported that MHA had suspended all outstanding tenders involving former Singapore Civil Defence Force chief Peter Benedict Lim Sin Pang and the people implicated in the investigations by the Corrupt Practices Investigation Bureau. It was followed up by the reviewing of two contracts in question, which were awarded in accordance with the procurement rules in open tender, with Lim directly involved as a member of the tender approval committee. Transparency All government agencies, including MHA and its departments, are required to adhere to the Ministry of Finance's public sector procurement rules. These rules are based on the principles of transparency, open and fair competition and value for money. For example, the evaluation and award of tenders must be performed by different officers. Miss Wong, 32, believes that there are a small number of women who would go beyond their pretty faces to seal a business deal. "It's always the minority who gives a bad name to the industry. It happens everywhere, not just in sales," she said. She added that it is not surprising that women in senior sales positions often get accused of sleeping their way up. Worked hard A Singapore permanent resident, Miss Wong, who has been in the sales industry for the past 12 years, has had her fair share of accusations thrown at her pretty face. But she doesn't give two hoots about them. "I've worked hard to be in my current position. I've spent a lot of time cultivating my business contacts, many of whom eventually became my good friends," she said. "When it comes to business, we draw a clear line and keep things at a professional level... I don't need to sell my body to get the sales." But has she ever received any propositions from her clients? It was only after much persuasion that Miss Wong revealed that in her early years in sales, a married general manager of a multi-national corporation had offered to take care of her sales portfolio and monthly expenses if she agreed to date him. She turned down the offer. "It's silly to accept such offers. I'm serious about building my career," she said. "How sustainable would it be for someone to sleep her way up and risk losing her reputation and credibility in the profession? "It just isn't worth it." While Miss Wong doesn't understand why some are willing to make such sacrifices for a business deal, she said she has noticed how some companies offer very attractive incentives to their sales team for hitting their targets. "I have a friend whose boss told him that if he met his sales target, the boss would give him the downpayment for a BMW," she said. "He did, and he got his Beemer. In a few short years, he now owns a Beemer, an Audi and a Mini Cooper." Miss Wong also knows of a company that offers its sales executives an additional month's salary on top of their sales commission if they hit their targets for three consecutive months. That life has seen her go from driving a Toyota Wish to a BMW 7 Series sedan. It allowed Agnes and her then-husband to move out of his parents' four-room HDB flat to a unit in Caribbean At Keppel Bay. But it was also a life that eventually sent her marriage crashing, with her husband filing for a divorce last year. Agnes, who asked that we do not use her full name, is a group sales director. She started work in this new company "not too long ago", after an ugly showdown in the previous company. She recalls: "A client's wife came to my office and kicked up such a fuss that the management opted to sack me." That was not all. "Apparently, the stupid man's wife hired a private investigator who had incriminating evidence of us making love," she adds. "His wife was so resourceful that she found out where my husband worked and had the photos delivered to him by hand." Agnes' husband moved out of their home that night and filed for separation. She says: "I was hurt. I was furious. I was upset with everyone over everything, but there was nothing I could do." The slim, petite and attractive woman, who is in her late 30s, says people often mistake her to be in her mid-20s. She says: "It's the result of a healthy diet, a regular beauty regimen and consistent workouts at the gym." All of which are important to ensure that she keeps in good form. "Sales (in any business) is competitive and demands not just savvy and sweet-talking skills," Agnes insists. "You have to have the looks. Who wants to sit opposite an ugly hag and hear her try to pitch her product or services?" Agnes claims she can tell if a client is lusty just from the first handshake. She says: "I take my cue and work from there. I don't offer sex, but I don't mind giving it if that's an underlying clause. Sex and sexual attractiveness are powerful tools in sales and marketing. "You can choose to use that as a strategy or ignore it and be offended. Ultimately, you lose." And sex, maintains Agnes, does not have to end up with intercourse. Even as Agnes now claims her strategy has caused her to lose the man she loves and a happy marriage, she says she has "moved on from the nights of crying". "My ex (husband) said I was no different from a prostitute, but he forgot how happy he was to let me pick up the tab. "He forgot who paid for his convertible or the trips to Europe. He forgot how he could proudly give his parents monthly allowances of $1,000 each even though he was drawing only $3,500 as a web designer." She adds: "I know not everyone will agree with my selling techniques, but I don't see what issue there is with a consenting adult who trades sex for a good work opportunity." While Agnes has now "refrained from such services", it does not mean that she has stopped completely. She says: "There must be mutual consent and, of course, mutual gratification." But she insists there is a limit: She will never consider affairs with married men with children. "If married men want to behave like jerks, it'd do their wives good to find out about it eventually. But if I know a client has a child, especially young kids, I'd drop the contract, however big the bucks are. "It's fine for men to lose their wives, but not for children to lose their father." Ex-CNB chief Ng Boon Gay faces 4 'sex-for-favours' corruption charges
By Tham Yuen-C Former Central Narcotics Bureau (CNB) chief Ng Boon Gay was charged in court on Tuesday, with four counts of corruption involving sex with a woman seeking government contracts. The 44-year-old is accused of obtaining sexual gratification from Ms Cecilia Sue Siew Nang, who was an employee of two IT vendors between June and December last year. The IT vendors are Oracle and Hitachi Data Systems. The Corrupt Practices Investigation Bureau (CPIB) said in a statement that the trysts were apparently in exchange for helping to 'further the business interests of the relevant IT vendor, in respect of that vendor's dealings with CNB'. Ng arrived in a taxi at the Subordinate Courts at 8.50am with his wife and lawyers. |
