Sorry, but if the rooster had to go to the doctor and carry a sheet a paper around, the hens would NEVER get laid.

The first problem is that it's next to impossible to police that sort of testing for men when anonymity is involved. Who is to say I'm not going to borrow the next guy's test results to go visit a house? Are you willing to show your passport/legal documentation every time you go visit a girl?

The second problem is that, like it or not, a big part of the business in Singapore comes from outside Singapore, and for someone coming in for the weekend, they aren't going to go through the bother of getting tested. They'll just go for the illegal chickens, and the legal business will dry up quickly.

The easiest way to keep disease out is to a) regularly test the girls- they know if they test positive their career is over, so they are less likely to engage in dangerous activity and b) make sure that guys wear condoms, which is reinforced by point a).
