At 8 pm, Lam summoned his “teammates.” Thirty minutes later, two teenage girls in very short shorts and decolleté blouses and an oddly dressed young boy joined the group. A Tuoi Tre reporter urged Lam to head for his “special club,” but Lam explained that first his group had to wait for “the goods”. Understanding his meaning, a girl took the keys to Lam’s motorbike to go somewhere to buy drugs. Lam explained: “Some are addicted to ‘ke’ (xí ke, or ‘scag’) and others to ‘da’ (đá, or ‘rock,’ that is, crystal meth). It is not cool to go to a ‘special club’ without these things. A dose of ‘da’ costs 1.3 million dong. ‘Ke’ is cheaper, around 200,000 dong/dose.” When the girl returned, the group found a cab to go to a hotel on Bach Dang Road in Go Vap district. The receptionist seemed to know this group well so he didn’t ask for ID’s. The group went up to the third floor to shoot up. Inside the rented room, the girl put the drugs on a wooden table. Lam took a needle and a distilled water jar from his bag while the girl cut down the pills into smaller pieces. The group shared these pieces, then left the hotel for a night club on Le Van Tho Road, also in Go Vap district. The club was crowded; perhaps 150 people were dancing insanely when they came in. Sexy waitresses circulated through the crowd, vending beer and foreign wine. Lam and his group both danced and drank beer. The boy gave 400,000 dong to a man in the night club to buy him two pills of ‘keo’ (kẹo, i.e., ‘candy,’ or ecstasy). “Let’s chew it and dance!” Lam cried out. The four friends continued to dance and drink in the dim light until the night club closed at 1.30 am, running up a bill of 2.3 million dong (roughly the monthly wage of an ordinary worker). Playboys On a Saturday evening, a Toyota minicar stopped at the gate of the HCM City University for Social Sciences and Humanity. The driver was a young man of around 20. He made a call from a most modern mobile phone. Several minutes later, a female student hopped in. The boy was Vu. His father is a banker and mother is a real estate trader in Dong Nai province. Vu explained that he “started going to night clubs at the age of 15. It is only fun to go there in a group.” Vu and his group invited a Tuoi Tre reporter to join them at a discotheque on Pham Ngoc Thach Road where young playboys drink hundred dollar foreign wine like water. “Feel free! This bar is not very big but I spend at least 15 million dong ($800) each time I come here. Today I will spend twice as much,” Vu boasted. He took out his wallet and tipped some waitresses 100,000 dong each, then continued drinking to the cheers of his friends. Vu and his group danced madly to nerve-cracking music and drank more and more. At 2am, Vu paid over 40 million dong for the night. Another young man is called “Grandpa” though he is only 24 years old. He is the son of a famous doctor in Dong Nai who also owns a lot of real estate. From the age of 20, D has been a familiar client at top discotheques and night clubs in Hanoi, Hai Phong and HCM City. “I’m fed up with local discotheques so recently I’ve been to clubs in China with my friends,” D said. These are the famous Haoshi and KK night clubs, which serve Vietnamese students at Guangxi University. D said that each time he goes to these night clubs, he pays nearly 30 million dong ($1.600) for wine, drugs and dancing with his friends. He has often stayed there for a whole week. “I told my parents that I am studying at the Chinese Oriental Medicine Institute to pursue my father’s career. My parents often send me 50 to 100 million dong each time,” D boasted. Then there’s ‘LP,’ who’s famous among young players in Saigon. He’s the son of a rich family in the nearby Binh Duong province. This youth often spends several dozens of thousand dollars on trips to bars in Singapore and Thailand. Recently, he organized a million dollar birthday party at the Paradise Club in Hollywood, USA. Tuan, a teenage playboy, says he goes to night clubs because he’s very sad; his parents have been busy at their business and haven’t paid attention to him. finally, it's april now. am supposed to make a trip to an giang to see my girl near the end of the month.
although i visited vietnam (hcmc) before, it was more than 10 years ago and for a short 3 days working trip, so it doesn't count (although i banged a "honda girl" while i was there). this girl, i met in a ktv between gl 24 and 24a (mm ktv, by the way). sat with her 3-4 times in ktv, we "talked" a lot although most of the time is through writing on our phone since she's not conversant in either english or chinese and i can sms tv more than i can speak. lol... throughout the 1 month plus, we went hotel once but believe it or not, we never lam tinh. we spent the entire 2 hours talking and talking and talking, end up she's late for work in mm. this girl, she was married but divorced and with a baby girl. since she went back vietnam in early feb, we have been sms'ing and yahoo'ing (webcam included). she even show me her daughter over webcam. now that it's nearing the date to make my trip, i'm kinda getting apprehensive. as i'm making this trip alone (might have a friend coming along, but not confirm yet), i don't really know what to expect. seems like she has a big family, 2-3 elder sisters, younger brother and all. and somemore she's bringing me to cambodia to see her mother. can anyone who's been down this road advise me roughly on what to expect? she's already expecting me to make my trip on 27/4 although i have not purchase the air ticket yet. worst come worst, pay more lor. advice, anyone? |

Is Electronic Road Pricing the solution for HCM City gridlock?
================================================== ======= VietNamNet Bridge – Ho Chi Minh City may experiment with collecting fees automatically from cars entering the city’s centre – the so-called Electronic Road Pricing system – reports Doanh Nhan Saigon Cuoi Tuan. What’s so great about ERP? Elsewhere, it works “Electronic Road Pricing” or ERP is already employed by many big cities as an effective measure to control the circulation of vehicles and to curb traffic jams. It also contributes to reduce the volume of exhaust gas. Europe led in the development of this response to persistent traffic jams caused by an explosion in automobile ownership. Britain in the early 1960’s, followed by other European cities, introduced many kinds of taxes to control the density of cars. Not until 2002, however, did Britain set fees for access to city centres, first in Durham City and then London. The fee that a car had to pay to enter the downtown in 2003 was £5 per trip, a levy that rose to £8 in 2008. In Norway, fees for access to downtown Oslo between six a.m. and 10 p.m date from 1986. In February 2008, Norway automated its system, now called Auto PASS. In Sweden, toll booths are set up at the gateways of city hubs and drivers must pay fees dependent on the time they enter these zones. In Germany, drivers pay a tax based on the tonnage of their vehicles and the pollutants they emit. For example, as of January 2005, trucks must pay €0.9 to 0.14 per kilometer travelled. Italy uses a similar method. Vehicles that meet the Euro3 and Euro4 standards for exhaust gas are exempted from road fees but others must pay this fee, which is progressively higher proportionate to emissions. In December 2009 Italy finished a pilot programme of collecting pre-paid road fees for some zones of traffic and is moving to apply this method throughout the country. The island country of Malta uses the most modern road fee collecting system, named Valetta CVA, which was implemented as of May 2007. This system can track the times a car goes in and out of the capital city and how long it travels within the city, then send a monthly bill to drivers. This technology was nominated for the Best European Transport Strategy Award. Many Asian countries also have several decades’ experience using road fees to control traffic. Singapore’s Area Licensing Scheme to control the density of vehicles in its Central Business District was introduced in 1975. In 1985, the city-state’s system was automated, including ERP points, transmitters in vehicles, pre-paid cards and a central network of computers. Singapore currently has 80 ERP points. Hong Kong and Shanghai apply similar systems. Learning from Singapore HCM City plans to apply Singapore’s ERP system on a trial basis. This system works in the following way: drivers purchase their cards at their bank and charge their cards via ATMs; when their cars go through ERP points, fee collecting transponders on their vehicles will automatically deduct money from the cards. If the cards don’t have enough value or cars don’t have transponders, cameras at ERP points will film the cars and send the pictures to the control centre. This technology is said to help easily control cars. ERP systems can be fine-tuned to the requirements of any time of day. Tran Quang Phuong, director of the HCM City Department of Transportation, said that HCM City is learning from Singapore because its ERP system works very effectively, and is credited with reducing the volume of vehicles in the Central Business District by 20 percent. There is less congestion at rush hour and more people use the public transportation system. This solution is seen to be feasible in HCM City because investment in such an ERP system is estimated at about 2.5 trillion dong, plus 100 billion dong per year to operate it, but revenue from this system could be about 2.1 trillion dong annually. In terms of cash, this system is really lucrative but the core objective – curbing traffic jams – may not be so easy to effect based on HCM City’s characteristics. This solution is proposed to be applied in central city Districts 1 and 3. Actually, there are already semi-automatic fee collection points at many HCM City gateways (the Saigon, Phu My and Binh Trieu bridges and Nguyen Van Linh Street) but they haven’t reduced the flow of traffic to the city’s hub. New measures like imposing fines based on cameras have not been effective at all, so it would be a big problem to deal with cars without fee collecting equipment or drivers whose cards don’t have enough credit. Who will solve these cases and how can they deal with them? ERP may be a significant measure to deal with traffic jams in HCM City but it is not necessarily a panacea. If fees collected from ERP are not promptly re-invested in transportation facilities and mass transit systems, the major goal will not be achieved. VietNamNet/DNSGCT

Its about 5hrs on the road from HCM with at least one boat trip and two or three boat trips depending on which part of An Giang. (My wife is from there so i know). 2.) Ppl from here are generally not so well to do and are mostly farmers so some simple and practical gifts for her family and siblings and nephews and nieces will put you in a good light. 3.) You can try this combination of gifts: - 2 cartons of duty-free 555 cigarettes - non menthol ones ( I tried buying Malboro but my brothers-in-law says not heavy enough...tried camel they dun like...so what the heck just buy back vietnamese 555 and confirm no problem....555 considered premium cigarettes to them) and 2 hard liquor. (for the male members of the family.) - 1 carton of eagle brand medicated oil(medium size ones).(for the females) - some packets chocolate and sweets for the kids.( any type as long as they look nice and are chocolates.) - some peanuts and green peas for the drinking sessions that you 100% will encounter. The above items should cost u less than $200 and you would have put yourself in a good position. 4.) For grandparents, give ang pow. $500,000 dong( less than SGD$50) suffice. Generally eating in and around An Giang is much cheaper than in HCM but do bring enough cash because you are expected to pay for the meals whenever you go out and of course petrol for the motor bike. Its not expensive....just think...the above gift budget is almost the same as some of their monthly pay...so its nice to pay for meals and petrol... Other than meals and petrol, I dun think you can find anything much to spend on...Unless of course you want to buy other stuffs for her or her family or give ang pow to the kids...this is entirely up to your own choice and financial ability... That's all i can think of now......hope it helps to put you in a good position among her family should you visit her in An Giang. N.B : I do not know if it is still required now .....but do ask your gal to bring you or your friends to the nearest police post or police chief in the village to register your stay at her house. Do not worry! It is the procedure for them to register foreign visitors. Just fill in some forms and sign off.... Cheers!

============================================== While the Internet usage rate in Vietnam is almost the same as other Southeast Asian countries, it has seen a more rapid increase in the number of Internet users – nearly 10.9 percent over the past ten years. Cimigo, an independent marketing and brand research organization focusing on the Asia Pacifi region, quoted official sources, including statistics from the website www.internetworld-stats.com, as saying other emerging markets like China and Indonesia had only seen growth rates of 1.5 and 1.15 percent respectively. Around 26 percent of the Vietnam’s 85 million strong population had access to the Internet, which was the same as those of the Philippines and Thailand, according to Cimigo. One-third of the Internet users were students, while white-collar workers accounted for 40 percent, it added. Cimigo’s survey of nearly 3,000 Internet users from six cities and provinces like Ho Chi Minh City and Hanoi showed that two-thirds accessed the net every day for around two hours and 20 minutes on weekdays, and a little less time during the weekends. Most of the surveyed people said they surfed the net for reading news, searching for information, listening to music, for their jobs and study, and chatting and checking e-mails. Not many people engaged in online shopping and auction sites in Vietnam. However online shopping has seen a strong increase over the past few years, Cimigo noted. The organization’s survey of weblogs and social networks, meanwhile, showed that females read and wrote blogs more frequently than males, while the latter attended more forums than the former. Fake phone number software a boon for criminals
================================================== ======= The increasing profligacy of software allowing users to make local and international calls under fake numbers could provide the opportunity for fraudsters to commit other crimes, local experts have warned. A new software referred to as “F” began showing up at online forums last month, Tuoi Tre reported, adding that the product can be easily downloaded for free. It asks users to pay for accounts and allows them to make calls for whatever phone number they chose. They can pick a “unique” number like 123456789 or use police phone numbers like 113 and 115. A hacked account for the software is currently as cheap as VND50,000 (US$2.63), but it allowed users to make up to $100 worth of calls in a 24-hour period. The accounts are now widely available on the Internet. A university student said he paid VND200,000 for an account worth up to $2,000, meaning that he could “make calls…for several years.” While several software users told Tuoi Tre they made calls under fake numbers just for fun, several experts voiced their concerns that others could make use of the software to commit more grave crimes. Nguyen Minh Duc, head of the Hanoi-based Bach Khoa Internetwork Security’s Appliance Security Department, said in fact, users could fake numbers to cheat others, because no one except for mobile phone network operators, no one could tell differences between fake numbers and real ones. Faking numbers could also allow people to interfere in economic contracts and payments, according to Nguyen Viet The, head of Computer Agency under the Ministry of Public Security. Not to mention that the cheap accounts could hit Vietnamese mobile phone network operators with huge losses, experts said. Pham Ngoc Tu, deputy head of mobile phone network operator Vinaphone’s Sales and Marketing Department said the software made calls via the Internet with the support of foreign servers, which were totally out of control of local mobile phone operators. However, Vinaphone said it had with international gateways to stop international calls made via the software, Tu said. Dinh Viet Hung, a MobiFone representative, said the mobile service giant was studying the software in order to counter it. Hung said his company considered the problem a “critical matter”. HCM City dwellers seek seaside escapes

Bookings are expected to increase in the next two weeks when more people make plans to spend the four-day holiday from Friday (April 30) to Monday (May 3) to celebrate the nation's Liberation Day and May Day. Tourist officials have warned that travel destinations will be overcrowded during the holidays and advise tourists not to leave their holiday plans until the last minute. However, observers say Vietnamese people are not used to planning holidays much ahead of time or booking hotel rooms in advance. A new tour from HCM City to Vinh Long, Can Tho and Phu Quoc Island launched by major travel agencies including Saigontourist and Vietravel last week is attracting a lot of customers. The tour is being organised after Viet Nam Airlines inaugurated late last month a new route from HCM City to two Cuu Long (Mekong) Delta destinations – Can Tho City and Phu Quoc Island in Kien Giang Province. On the tours organised every Thursday and Saturday, travellers will take passenger buses from HCM City to Vinh Long Province where they will visit lush orchards and enjoy delicious food unique to the Mekong Delta. Before flying to Phu Quoc the following day, visitors can contemplate the rising sun on the Tien and Hau rivers, two branches of the Mekong, and visit a floating market in Can Tho city. The HCM City–Can Tho–Phu Quoc flights operate every Monday, Wednesday, Thursday, Friday and Sunday. Travel companies have closed tours to Con Dao after hotel rooms on the island were fully booked earlier this week. Tours to other Asian countries are also attracting a great number of people.
