agreed, one last comment, dont stigmatize china Vietnam etc or any particular country, it can be any where, it shows how small view you have. i worked in a place in asia, where motorbike thief was tied on a tree and set on fire, surrounded by local hundreds of villagers, where one local police has no choice but to watch....is that bad? each country settled their own issue their own ways in due time, problem started, when those who has "democratic modern view" wants to impose their own thought on others...in that village i never seen motorbike being ever stolen or even being locked anymore in that village
