Serious PAP Town Council Takes WP's AHTC To Court Over WP's Delay Tactics!

SINGAPORE: The Pasir-Ris Punggol Town Council (PRPTC) on Sunday (Oct 9) announced it has requested an “urgent appointment” with the Court of Appeal to press the Aljunied-Hougang Town Council (AHTC) and AHTC’s accountant KPMG into providing documents related to Punggol East.

The latter is a single-seat constituency which the People’s Action Party won control of and returned to PRPTC after beating the incumbent opposition Workers’ Party at the 2015 General Election.

In a media release, the PRPTC recounted that on Aug 18, the Court of Appeal had directed AHTC to hand over “Category 1” documents relating to Punggol East to PRPTC and its accountant PricewaterhouseCoopers (PwC), without conditions.

“The Court also directed that PRPTC should have access to all of the other documents which relate to Punggol East but which may also relate to other constituencies in the former AHPETC (the “Category 2 Documents”),” said the release. “Except where AHTC has specific concerns on the confidentiality of specific parts of any identified Category 2 Documents, in which event the conditions on which access should be given to PRPTC would have to be worked out.”

AHPETC refers to the Aljunied-Hougang-Punggol East Town Council before the polls last year.

“More than six weeks have elapsed since that hearing on Aug 18, 2016,” said PRPTC. “Despite numerous requests to AHTC, AHTC has not provided all the Category 1 documents and none of the Category 2 documents. It has also not identified any specific concerns on the confidentiality of specific parts of any Category 2 document.”

“PRPTC’s need to obtain all the documents is all the more acute in light of the highly troubling findings and observations in the Auditor General's report and the Court of Appeal’s judgement, both of which identified serious issues and lapses on the part of AHPETC,” it concluded.

AHTC was ordered to look into its books in November last year, after an audit revealed lapses in governance and compliance. Its chairman Pritam Singh has said it believes PRPTC’s appointment of PwC to review the Punggol East accounts, when KPMG is already doing so, is effectively a duplication of work, “funded by the public purse”.
