Cebu is ok for cheonging but not the best place in PI for this. Manila , Subic and AC will be far better if you have the chance.

Another area you may want to explore is visiting the "Casa's" in Cebu City. These are very similar to brothels where Filipina girls congregate into a large living room that have long couches. So im my view when you factor in averages the price would be similar to cebu and AC tho if you look at min pricing then AC is cheaper.
In my mind AC is where u can go purely for sex, ie the pay the minimum for a girl regardless of looks, but u have more chances to find diamond, and u can stay longer without encountering the two girl blockage.
cebu is where u go if you want to put in the time and effort to find a "normal" girl or to find hassle free attarctive girls without having to hit 5-6bars looking for that special girl
