If a joint has proper certs and registration, its quite unlikely AV will focus their attention on it. Unless,

1. this place has been flagged for miscellaneous reasons.
2. cases of illegal employment, drug consumption, illegal entry of MLs, prostitution without license, etc
3. customers' dissatisfaction.

I know of quite a few OMOs that until recently were properly registered businesses which from time to time did some side orders for their clients. When they were active, AV didn't visit them. Not a single time, even when their neighbours were raided. One of the main reasons could be that no one had complained about these ladies. Secondly, they probably filed tax returns. Not too long ago, most of them simply packed up and left the trade. They all said the same thing: it's a difficult industry to be in. More than AV's intervention, they feared the increase in rent, and falling patronage from regular clients.
