I forgot the name exactly of the section where it belonged to. I think it's called "Adult Discussion". But the names of the two threads I remember exactly are "Tieng Viet Lovers club" and "Vietnamisation Program". The teachings in there, from my understanding, are exactly used daily. I know a few friends, VnCNUSers, also contributed to the teachings ( I will not disclose who, of course there's me there)

Frost to hit North until Tet

A week-long frost in the north of Vietnam has pushed temperatures down to 4-5 degrees Celsius, causing temperatures lower than last year’s, by around 0.2-0.5 degrees.

In southern Vietnam, where sunny weather is experienced all year round, has also seen temperatures drop to17-18 degrees.

The National Centre for Hydro-meteorological Forecasting said that temperatures nationwide will be lower than previous years from January to April.

In particular, January and March will see two cold snaps each.

The Ministry of Agriculture and Rural Development warned farmers and provincial administrations to keep tabs on the weather. Farmers must halt sowing seed and protect seedlings.

The chilly weather has people entering hospitals in their droves, especially the elderly, said the General Hospital in the central province of Da Nang January 14.

Since the beginning of January, 220 patients from the central provinces of Quang Nam, Quang Ngai and the city of Da Nang have been hospitalized due to the weather. Most of them are over 50 years-old. 21 have suffered cerebral haemorrhage, 35 encephalomalacia (a softening of the brain), 10 myocardial infarctions and 26 with low blood pressure.

Shortage of space fuels parking lot rip-offs

Private parking lots which have proliferated in HCMC’s District 1 openly flout price regulations.
The tickets stated that the parking fee was VND2,000 (US$0.12) but the attendants charged VND3,000 ($0.18).

“You should be happy to find a parking lot. If you don’t want that price, just clear off,” the attendant said.

Parking rip-offs like this are becoming more common near Ben Thanh Market in District 1. As the market doesn’t have a proper parking lot, many households nearby have been providing the service to market-goers for years.

But even then demand outstrips supply, paving the way for exorbitant fees.

In a queue to get in one of the parking lots, Phuong from District 8, told Thanh Nien she had once offered to pay VND20,000 for her bike because everywhere was full.

The HCMC municipal administration regulations stipulate city wide parking fees for motorbikes range from VND2,000 to VND3,000 each time. Motorbike owners have to pay the highest fee only when they park their vehicles in the evening at recreational centers, hotels, restaurants, and major markets like Ben Thanh, An Dong, Binh Tay, or Kim Bien.

Illegal fees

But many private parking lot owners all over the city overcharge - charging VND5,000 or even 10,000 a time.

On Ton That Thiep Street in District 1, sidewalk parking lots, holding hundreds of motorbikes on the pavement and in rented houses, charge VND5,000.

A source close to the owner of the parking lot told Thanh Nien that the owner was running many lots which overcharged customers in different areas.

The parking lots on Nguyen Sieu and Nguyen Van Chiem Streets in District 1 also charged VND5,000 a time, while one lot on Nguyen Trung Truc Street asked for VND10,000.

The staff at the Nguyen Sieu parking lot even said there was a 15 or 20 minutes parking limit.

No signs or tickets

In front of the headquarters of the HCMC Customs Agency in District 1, two parking lots receive bikes for VND5,000 without issuing tickets for their owners.

“No need to get the ticket. We remember bikes and their owners,” an employee told Thanh Nien but parking lot owners are required by law to issue tickets that show their name and display signs advertising fees.

The parking lot at the Nam Ky Khoi Nghia-Huynh Thuc Khang intersection in District 1 does not display prices while tickets at the impromptu parking lots on Ham Nghi Street, Phan Chu Trinh Street next to Ben Thanh Market, and Nguyen Thi Minh Khai Street show no official seals.

Nearly 1mil teachers with no Tet bonus

VietNamNet Bridge – “While businesses can give hundreds of thousands to millions of VND in Tet bonuses to their labourers, nearly 1mil teachers in nursery and general schools won’t receive Tet bonuses,” wrote Deputy Prime Minister and Minister of Education and Training Nguyen Thien Nhan in a letter.

Nhan has sent a letter to leaders of provincial and municipal localities, asking for help for the nearly 1mil teachers who aren’t scheduled to receive Tet bonuses.

He wrote: “Vietnam’s economy is now facing big difficulties and challenges which have been affecting the lives of people, including teachers.

“The Lunar New Year 2009 is coming. While businesses can give from hundreds of thousands to millions of VND in Tet bonuses to their labourers, nearly 1mil teachers in nursery and general schools won’t receive Tet bonuses.

“Therefore, the Ministry of Education and Training would like to kindly request that chairmen of People’s Councils, chairmen of People’s Committees, chairmen of the Fatherland Front call for donations and funds from local budgets, in order to assist teachers, especially teachers in mountainous areas, on islands and in remote areas, so they can enjoy Tet, so their lives are less deprived on Tet days, so that they can have offerings to worship the ancestors, so that their children can have new clothes and banh chung on Tet days.”

Prior to that, in order to help students ease difficulties, the Ministry of Education and Training called on teachers, students and people to donate money, clothes, textbooks to help poor students go to school.

After four months of donation, over VND17bil, over 1mil textbooks and many study aids were raised. As such, some 1mil students in difficult areas have new clothes which can help them overcome the coldness of the winter and enjoy Tet.

Just one day after the letter by the Deputy Prime Minister was published on the mass media, nearly VND2bil had been raised.

The Vietnam National Oil and Gas Group PetroVietnam has donated VND500mil to teachers in the 10 provinces of Dong Thap, Tra Vinh, Hau Giang, Soc Trang, Bac Lieu, Ca Mau, An Giang, Ninh Thuan, Tay Ninh and Phu Tho.

The Investment Consultancy and Trade Promotion Company has given VND500mil to teachers of 10 provinces: Dien Bien, Son La, Lai Chau, Cao Bang, Bac Kan, Ha Giang, Tuyen Quang, Lao Cai, Yen Bai and Hoa Binh.

Viettel, the military telecom corporation, has announced the donation of VND600mil for 12 provinces in the Central Highlands and central region, namely Nghe An, Ha Tinh, Lam Dong, Quang Ngai, Binh Dinh, Quang Nam, Phu Yen, Gia Lai, Kon Tum, Dak Lak, Dak Nong and Bac Giang.

Le Van Kiem, a veteran and Labour Hero in the renovation period, has given VND300mil to teachers in six provinces: Lang Son, Thai Nguyen, Binh Thuan, Thua Thien-Hue, Quang Tri and Quang Binh.

The Ministry of Education and Training said that they will remit the money to localities and instruct directors of education and training departments to allocate the money to teachers before Tet and report to the ministry when the task is fulfilled.

More cold, endless drizzle, flood tides forecast for Tet

Northern and southern Vietnam have been warned to prepare for a cold Tet, or lunar New Year.

The National Hydro-meteorological Forecasting Centre reports that severe cold with prolonged drizzle can be expected and may continue throughout February in northern Vietnam.

Temperatures in the northern highlands have continued to fall.

For example, the temperature dropped 3-4 degrees to 1-2 degree Celsius in Lai Chau province’s Sin Ho district on Wednesday.

Hanoi has not been immune from the cold.

Temperatures dropped to 9 degrees in Son Tay district and 7 degrees in Ba Vi district, also on Wednesday.

The cold was forecast to end Saturday and re-appear four to five days later with prolonged drizzle, said the centre’s deputy director Nguyen Lan Chau.

“Consecutive cold spells are likely through Tet,” she said.

Highland provinces, especially Lao Cai and its Sa Pa Township, should prepare to cope with the bitter cold that accompanies frost and hoarfront.

Water levels in northern rivers continued to decline.

Water in Hong (Red) River, Hanoi , ranged between 1.82.1m and was forecast to drop to 0.9m by late February.

In Ho Chi Minh City , southern Hydrometeorology Forecasting Bureau deputy director Le Thi Xuan Lan said southern provinces could expect two more cold spells from now until Tet.

Each would last two or three days.

The forecaster attributes the cold to the north-eastern monsoon.

Temperature in HCM City on Jan. 15 fell to 17 degrees, the lowest since 2000. The temperatures in Dong Nai province fell to 16 and to 17.5 degrees in Binh Phuoc province.

The lowest temperatures were recorded in 1975 – 13.6 degrees.

Meteorologists warn of flood tides to 1.4m in the Sai Gon River during Tet.

The low temperatures carry the danger of flu or colds while hectares of ochna and jasmine have failed to bloom in the Thu Duc district and district 12 because of the chill.

Farmers of Binh thuan province’s Ham Thuan Nam district fear they will be without money for Tet after their major source of income, dragon fruit, has also failed.
Tet eve falls Sunday next week.

Hanoi to have three more four-star hotels
