City to turn off lights for environment

Ho Chi Minh City will join the Earth Hour campaign and put out all lights for an hour at 8:30 pm on Mar 28, the Department of Natural Resources and Environment has announced.
Nguyen Van Phuoc, its deputy director, said the department is planning to switch off street lights, decorative lights and advertising lights at major points in District 1, hold an exchange with the Earth Hour goodwill ambassador of Vietnam, and screen films about this event.

This year the campaign is expected to attract more than one billion people in 1,000 cities around the world. Communities, businesses, and governments have been exhorted to switch off all lights to show they care for the planet.

Earth Hour seeks to heighten awareness about climate change and inspire consumers and businesses to take practical action to reduce their own carbon footprints.

Participants can register at Earth Hour.

Illegal wild meat mostly served decayed: experts

The hundreds of restaurants in Ho Chi Minh City that illegally serve wild animal dishes frequently use decomposed meat that is extremely hazardous, experts warn.


“Restaurants in the city do not always have [illegal] fresh wild meat,” said Nguyen Dinh Cuong, head of HCMC park rangers.

“They either sell decomposed meat or that which has been preserved in poisonous chemicals,” he added.

He said raids on many restaurants in HCMC have found that most of the wild meat being illegally sold was decomposed.

“In some cases, the park rangers had to buy hormones to preserve the meat as it started to smell right after it was seized.”

Cuong said they had recently arrested a man carrying six frozen bear paws in Tan Binh District and they stank badly as soon as the ice thawed.

In another case, the park rangers sought permission to destroy more than 100 kilograms of wild boar and mouse-deer meat instead of keeping it as evidence because of the rotten odor.

“Those who eat the dishes wouldn’t know [it was decayed meat] because they treat the meat with a number of chemicals before cooking,” he added.

An illegal wild meat trader, Nhan, told Thanh Nien Wednesday that dead wildlife were often kept in the forest for days by hunters before being carried to HCMC.

He estimated restaurants in the southern metro could buy several tons of such wild meat, mainly poached from the Nam Cat Tien Forest, which covers parts of Dong Nai, Lam Dong and Binh Phuoc provinces.

“A hunt sometimes last for days and hunters cannot carry big animals they’ve shot down,” he said. “They often wrap the animals and bury them somewhere to store and take them later on return trips.”

Carcasses are often stored for between one or two days before being sold to illegal traders at the jungle’s edge.

“The meat is then frozen and carried to restaurants in HCMC,” Nhan said.

He also said hunters and traders did not use chemicals to store the meat, but restaurants could be using them to treat the decomposed meat.

He admitted too that wild meat was very dangerous for digestion.

“It’s not the chemicals but possible strange viruses or bacteria that matter,” he said. “Because the meat is illegal, it is smuggled and totally out of range of supervision by food safety and hygiene authorities.”

More bad news

Huynh Le Thai Hoa, head of the HCMC Health Department’s food hygiene and safety division, said bacterial infection is likely to occur very soon after the animal is slaughtered.

Former deputy head of HCMC Institute of Hygiene and Public Health, Nguyen Xuan Mai, said: “The meat will show signs of decomposition four hours after the animal dies, start smelling between 12 and 24 hours later and get really rotten within 24 hours.”

“The bacteria on the animal skin could attack the meat and human digestion of such meat could cause poisoning, diarrhea or gradual concentration of toxic substances in the body,” she said.

Huynh Huu Tho of the HCMC Animal Health Division also said bacteria including salmonella and E.coli would infect the meat within a day after the animal was slaughtered or killed.

He also warned many restaurants were using chemicals poisonous to humans to preserve or treat the decomposed meat.

“Hormones that are used to preserve meat can cause stomach aches, nausea, vomiting, diarrhea, cardiac collapse and even death,” he said.

Tho also said experiments on mice have found some hormones could cause cancer.

Wild beef

HCMC park rangers said they also found many restaurants deceiving guests, selling beef as wild meat.

Several inspections of a notorious wild meat market on Pham Viet Chanh Street in District 1 also found a few stalls selling wild meat, with the rest actually selling beef touted as wild meat.

At a recent market inspection led by Le Thanh Liem, director of HCMC Department of Agriculture and Rural Development, many traders were found presenting beef as wild meat.

Airport taxis must carry certificates

VietNamNet Bridge – In a move to improve the chaotic taxi situation at Tan Son Nhat International Airport, drivers will have to carry a certificate proving they meet operation requirements.

The regulation, to come into force next month, followed continued taxi violations at the airport, said Terminal Utilisation Company director Phan Le Hoan.

A certificate would be granted to qualified taxi drivers by the municipal transport department and the airport terminal company.

"The certificate will be based on several criteria," Hoan said, "including that drivers prove they have passed a driving training course."

Any taxi driver who sat the course would know how to treat passengers in the correct manner and how to help passengers, he said.

"The regulation also helps us define the exact number of taxis operating at the airport for better management. At present we only know the number of taxi firms allowed to operate at the airport."

Any driver who violated regulations twice would be forbidden from operating at the airport.

Any taxi firm with more than five driver violations in a month would be banned from operating at the airport for a month.

In late February, transport inspectors picked up about 170 taxis violations at the airport, yet the situation remained chaotic even after the inspections were carried out.

Most common violations were failure to park at regulated places and not turning on the taxi meter.

Son Phi Ho, head of the security guard group of the airport’s domestic terminal, said it was difficult to encourage taxis to pick up passengers at regulated places when customers persisted in waiting at unregulated places.

Airport security office head Nguyen Minh Tuan agreed. Raising public awareness and educating taxi drivers were equally important, he said.

"Also, taxi firm owners need to create a habit for their drivers to start the meter when their passengers get in."

Vietnam gets earthquake warning

Vietnam could fall victim to 9.0 magnitude earthquakes, scientists have warned.


“In terms of earthquakes, Vietnam is a high-risk country,” said Nguyen Hong Phuong, deputy director of the National Institute of Global Physics. “There have been earthquakes of magnitude 6.8 in the northwest.”

He issued the warning Thursday during a seminar on earthquakes in Vietnam held by the Vietnam Union of Science and Technology Associations in Hanoi.

Local scientists and experts from China, Japan and the US participated in the event.

“Some major urban areas in Vietnam would be very sensitive to tectonic shifts and tremors,” he said, adding that Hanoi could possibly see a quake of 8.0 on the Richter scale.

He said that though the possibility of a major earthquake in Ho Chi Minh City was far lower than in the capital, the southern hub would be more vulnerable to smaller tremors as its built on weaker land.

Old apartment’s problem

According to research by the National Institute of Global Physics, many apartments, hospitals and schools built on weak foundations in the 1960s and 1970s would be particularly vulnerable to earthquakes.

The research was conducted in HCMC’s districts 1 and 3 and in Hanoi’s Ba Dinh, Hoan Kiem and Hai Ba Trung districts.

Nguyen Trung Hoa, head of the Construction Ministry’s Science, Technology and Environment Department, also told Thanh Nien Thursday he was worried about earthquakes.

“Many buildings are badly deteriorating and apartment residents have modified building structures on their own,” he said.

However, he said modern buildings were much safer.

“New high-rises have been designed with the highest levels of seismic-resistance.”

The Construction Ministry issued seismic-resistance criteria for buildings of nine stories and above in 2006.

Hoa said buildings in HCMC were not required by the ministry to follow the criteria because the area was not as vulnerable to major quakes.

However, he said all new buildings in Hanoi had followed the criteria since 2006.

Past earthquakes

Vietnam suffered two major earthquakes in the 20th Century, both in what is now Dien Bien Province.

The first earthquake was in 1935 with magnitude 6.8 and the second in 1983 with magnitude 6.7. The two quakes caused cracks in the walls of houses in Hanoi, some 470 kilometers away.

In May 2008, Hanoi suffered tremors from an earthquake of 6.1 magnitude in northern Laos. Although no casualties were recorded, the quake terrified residents and employees working in high-rise buildings.

In 2005, light tremors scared many in HCMC. Authorities said they were caused by a minor earthquake in the sea off Ba Ria-Vung Tau Province, with a magnitude of between three and four.

Earlier in 2001, an earthquake damaged thousands of houses in Dien Bien Province.

Health tourism
=======================

Soaking himself in mineral water, Mark, an American visitor at Nha Trang Town’s Thap Ba hot spring with his girlfriend, said: “We first came here two days ago. We really like the mud bath and massage so we’ve come one more time before leaving.”

"We were advised to first soak in hot mineral water for 45 minutes," said Mark. “To get the full effect of the treatment, we should take a break every five minutes and rest on the side of the pool. The mineral water is kept at 38-41oC.”

After the mineral water, visitors can soak in an outdoor mud bath. There are two options – private or communal mud bathing. A private bath can fit two people and has a bamboo screen for privacy. Up to eight people can splash about in the communal mud bath, which is less expensive.

The mud, which comes from a natural source 60km away, is heated. Towels and even bathing costumes are supplied.

“After soaking in the mud for 15-20 minutes, we dry off in the sun or get a relaxing massage,” said Nguyen, who comes from Ho Chi Minh City.

Besides mud bathing, visitors can bathe under artificial mineral water falls where the temperature is around 40 degrees Celsius.

According to scientific studies, hot spa water, hot mud and fresh forest and sea air are the best elements for body-resistance and health recuperation. In addition to relaxing and stimulating the nervous system, the hot spring water and mineral mud can cure skin diseases and make the skin white and smooth.

To reach Thap Ba Hot Spring Center, which is just four kilometers from the center of Nha Trang, drive down the road that passes the Ponagar Towers. The hot spring is perched on a hillside, overlooking the river.

Up north, a 30km drive from the main town in Hoa Binh Province takes visitors to Kim Boi hot spring. Scientific tests have shown that the mineral water at Kim Boi, which is a constant 36 degrees Celsius, is suitable for drinking, bathing and for the treatment of rheumatism, intestinal diseases, stomach aches and high blood pressure.

Dinh Thi Phien, director of the Hoa Binh Traditional Herbal Company, says her company has added to the Kim Boi site by opening a center for relaxation in Phong Thu Commune, Cao Phong District.

"We are preserving more than 200 rare traditional herbs from ethnic groups, a valuable herbal treatment resource," says Phien, adding that for travelers who are interested, the center offers acupuncture, pressure point massage and herbal baths with the price ranging from ND200,000-300,000 ($11.42-17.14) a day per person.

Naturopathy tourism earned Asian countries, including India, Thailand and Singapore, $1.6 billion last year, but it is still a new industry in Vietnam. The country’s health facilities and services are as not as modern as other countries, according to the Vietnam National Administration of Tourism (VNAT).

“However, Vietnam is known worldwide for its traditional herbal medicine, which is a potential source for us to tap and develop health tourism," a VNAT official said.

The National Institute of Acupuncture (NIA) in Hanoi is internationally recognized and more affordable than similar institutions in countries like Thailand and Singapore.

Traditional acupuncture therapy Nguyen Quoc Khoa, NIA’s deputy head, said, “The combination of tourism and traditional acupuncture therapy and treatment is brand new in Vietnam. Like other Eastern countries, traditional medicine has been around in Vietnam for a long time, especially acupuncture therapy and treatment. Therefore, a lot of foreigners want to come to Vietnam for these kinds of healthcare services.”

Travel companies, who always want to attract more tourists, proposed this form of tourism to the NIA.

The institute's leaders, aiming to give the public the finest healthcare services, agreed with the proposal and worked with travel companies to open the health tours.

“Through tourism, we hope foreign tourists will understand more about Vietnam's traditional medicine, including acupuncture therapy and treatment,” said Khoa.

“Since the launching of this specific tourism option recently, we have received a lot of foreigners wanting treatment through acupuncture therapy.

“If foreigners come to Vietnam purely for the purpose of health care, it requires complicated procedures including letters of introduction from hospitals in their countries. If they visit Vietnam as normal tourists, it is certainly much easier.

“To meet the demand of tourists, the institute has sent doctors and nurses to accompany a great number of tour parties to ensure proper healthcare conditions. Acupuncture therapy is an effective method of healthcare and treatment due to the ease of mobility and scant requirements. Therefore, I think that health tourism will develop and prosper in the near future,” said Khoa.

The crocs of Cat Tien

Some of the world's most endangered species live in the tropical forests of Cat Tien, the southland’s largest National Park.


Just two and a half hours from Ho Chi Minh City, Crocodile Lake lies nestled in the jungles of Cat Tien National Park, a treasure trove of biodiversity. In the middle of the thick Dong Nai Province forest, the oasis comes up rather unexpectedly. The crocs are abundant at the lake, but not easy to spot as they shy away from humans.

White-necked cranes, pheasants, and Indian storks also make their homes around the lake.

Other than a few tourists that come for jeep rides, hiking or “night safaris,” the only visitors here are conservationists, scientists, researchers and bird watchers who observe some of the park’s rarer species of flora and fauna.

The lake, known as Bau Sau in Vietnamese, has been designated by government authorities as a sanctuary for endangered freshwater Siamese crocodiles.

It is home to more than 60 crocodiles now.

Photographers love the spot for both the animals and the surrounding greenery.

Night hikes around the lake are particularly exciting.

The rare Gaur, a large herd animal, can often be seen here at night. Guars are relatively easy to see in Cat Tien compared to other areas. Herds of 15 or more are a fairly common sight at Bau Sau as the animals come to the lakeside to graze.

The largely nocturnal and endangered Sambar deer can also be seen drinking from the lake at dusk.

Bau Sau is one of the more than 1,800 sites in the Ramson List of Wetlands of International Importance due to its spectacular geology and biodiversity.
