I heard from my fren that he used "LingvoSoft Suite 2008 English to Vietnamese v2.1.28" in his phone. The OS of the phone must be something like Windows.....

Heard from friends that in HCMC, they do provide such service, as in help u to download english~viet dictionary to your mobile at a price of about S$30~$40.
Does anyone know is there such service shop in spore ?

I access this site through Pc.. it only have simplied chinese. When I access the Nokia site through my phone yesterday, I got more options... 1 of it is vietnamese.

Compatibility*: Nokia 5320 XpressMusic, 6220 classic, 6210 Navigator, E66 and E71
My phone also not in the category stated in the website but got mobile dictionary application. I am able to install and use.

Hawker ban on 15 HCMC streets to take effect in June


Ho Chi Minh City authorities will ban peddlers on 15 major streets from June as part of efforts to usher in a “civilized” lifestyle in the city.


A directive released by the People’s Committee late last month listed the streets as Le Duan, Dong Khoi, Le Loi, Nguyen Hue, Ham Nghi, Ton Duc Thang, Pasteur, Nam Ky Khoi Nghia, Le Thanh Ton, Ly Tu Trong, Tran Hung Dao, Cach Mang Thang Tam, Nguyen Thi Minh Khai, Dien Bien Phu and Nguyen Van Cu. They are mostly in Districts 1 and 3.

This month the Department of Natural Resources and Environment will finalize the program for this and provide guidance to district authorities to implement it. The Department of Culture, Sports and Tourism will make public announcements about the ban.

The People’s Committee has also asked families living on those streets to keep sidewalks and driveways in front of their houses clean and pay to get their garbage collected.

68 city officials penalized for third child

More than half of the 130 Ho Chi Minh City officials who had a third child last year have been penalized, the municipal Department of Population and Family Planning said Tuesday.


Reporting to a working group from the National Assembly’s Social Issues Committee, the municipal department said the penalties included salary decreases, stripping officials of their positions, warnings and losing bonuses.

Last year, a total of 3,149 third children were born accounting for 4.25 percent of all babies, an increase of 0.06 percent from 2007.

Figures show that 74,091 babies were born in the city last year, with a boy to girl ratio of 110:100.

Minimum wage to rise in May

The Government has increased the minimum wage for employees of state agencies, armed forces, domestic companies, and all agencies from VND540,000 to VND650,000 with effect from May.


Workers' minimum pay will increase in May
It has issued Decree No. 33, dated April 6, for the purpose.

On the same day it issued another decree increasing retirement pensions, social insurance settlements, and monthly allowances for retired commune officials by 5 percent.

Allocate funds for the adjustment of pensions, social insurance allowances for retirement workers, government, commune, ward officials, and the adjustment of monthly allowances for all staff commune, ward and township officials who are enjoying monthly allowances.

But Pham Minh Huan, director of the Ministry of Labor, Invalids and Social Affairs’ wage department, said increasing the minimum wage does not mean workers’ salaries would rise in general; it only means employers cannot pay less than this amount.

The gap has always been wide, but now the rich Vietnamese are really starting to SHOW their money. Drug addicts started breaking into my house around the same time my neighbours bought Lamborghinis and Bentleys, 2-3 years ago.

Another cruel fact - if the income (or purchasing power) of everyone, both rich and poor, is increasing by 10% a year, the gap is widening...faster and faster.

So, only one thing can be done. Moderation. Don't show off your 5 girlfriends all at the same time. Keep them in different cities. Keep a low profile

Raise in wages a timely move: experts

A customer at the Nguyen Trai Hospital in Ho Chi Minh City. The hospital director is less than happy about the new salaries ordered by the government because the hospital will have to raise some fees and cut expenses.
The government on Monday said the basic salary would increase by more than 20 percent starting next month, but opinion is divided on the timing of this move.


The salary increase from VND540,000 (US$30.38) to VND650,000 ($36.57) a month will take effect at all government agencies, state-owned companies, as well as agencies and companies formed and operating under Vietnam’s laws.

The government also said it is prepared to stop any unreasonable increase in prices of essential goods and services following the increase in minimum wages.

Pension and other support for retirees will be raised by 5 percent.

Funds for the salary increase at administrative offices will come from 10 percent of their regular expenses.

Profit making enterprises will use at least 40 percent of their net income to pay for the increased wages, while health agencies will use 35 percent of their profits for the purpose.

Pham Minh Huan, head of the wages department under the Ministry of Labor, Invalids and Social Affairs, said the salary increase can be considered an effort to stimulate consumption.

The 20 percent increase is suitable considering the current inflation rate of 11.3 percent, Huan said.

He said concerned agencies will quickly issue instructions for implementing the salary increase.

“I think the government has made all necessary preparations before announcing the increase, so I’m sure that laborers will enjoy new salaries next month.”

Tran Hoang Ngan, vice principal of the Ho Chi Minh City Economics University, said salaries should have been increased from January to stimulate consumption and prevent recession.

Around two million people get their salaries from the state budget in Vietnam.

“The salary increase directly impacts a small number of people but it will have a domino effect,” Ngan said.

Financial expert Dinh The Hien also agreed that the salary increase is good for consumption, which is still low.

Hien said the employers deserve higher wages.

However, those who have to pay more to their employees think that this is not the right time for an increase in wages.

Hoang Ve Dung, general director of the Duc Giang Garment Company in Hanoi, said “the salary increase will raise the running costs for businesses.

“I think the government should delay the salary increase to sometime later when the economy really recovers and companies have more money to pay more.”

Dung said businesses are now facing a hard time selling their goods and services. Those that have more staff will face more difficulties.

Director Ly Le Thanh of Nguyen Trai Hospital in HCMC said every time the government orders higher wages, the hospital has to cut bonuses and other similar expenditures while raising its service fees.

Some fees have long been fixed by the government, like the check-up fee of VND3,000 ($0.17), Thanh said.

The hospital employs 800 doctors, nurses and other officials, so the total salary increase would be a lot, she said.

Do Hoang Gia, director of the Gia Dinh People Hospital in HCMC, said the hospital had to cut its expenditures by at least 10 percent every time it’s asked to raise the salary.

The last salary increase amounted to VND90,000 ($5.06) per person and the hospital had to spend a further several billion dong a year on paying its 1,400 doctors and officials, Gia said.

Be amazed in Dai Nam Park

Bao Thap Tower rises up from the side of Bao Son, the tallest man-made mountain range in Vietnam
A private amusement park graces Vietnamese culture and history with its man-made marvels.


Situated in Thu Dau Mot District in the southern province of Binh Duong, Dai Nam Park is 45 kilometers from downtown Ho Chi Minh City.

Launched in 1999, the first phase of the US$171 million project has been completed to create a vast temple with adjacent hotel, an open zoo, an amusement park, a water park with machine-made waves, and an imposing set of mountain peaks.

Dai Nam opened to the public on September 1 1 last year.

When stage two is completed in 2010, Dai Nam will be the biggest theme park in Vietnam, many times the size of its nearest rival, the 55- hectare Suoi Tien Park in HCMC.

The 450-hectare amusement park is still under construction. Excavators and bulldozers are still digging and flattening the ground in places but nearly all the roads are finished and the free trams are carrying visitors around the park.

It doesn’t yet boast shady trees in abundance but it will when the staked saplings grow taller. In the meantime, don’t forget to pack a parasol and plenty of water!

The 5,000-square-meter temple isn’t an exact copy of the main temple in Hue but it’s still impressive with its lotus-shaped flag tower and 13.5- kilometer wall that also encloses a 5,000-room hotel.

Kim Dien Temple could even be mistaken for an emperor’s palace with its long red carpet leading to the entrance.

The carvings on the temple walls feature the four sacred animals in Vietnamese culture (dragon, kylin, turtle and phoenix) and the four symbolic flora of the four seasons (apricot, orchid, daisy and bamboo). The artwork and the doors are gilded with pure gold.

Inside the temple is a central chamber with gilded statues of the Buddha, the Hung kings, and the Emperor Tran Nhan Tong, who founded the Truc Lam School of Zen.

Its two wings house altars for President Ho Chi Minh, the Emperor Tran Hung Dao of the Tran Dynasty, and Au Co, the legendary mother of the Vietnamese people.

Also inside are two giant candles named “The Everlasting Candles” and a red board engraved with 2,000 common Vietnamese family names.

Outside is Bao Son which, at 63 meters tall and 250 meters in length, is the biggest man-made mountain in Vietnam. The five peaks and the Bao Thap Tower are a scaled-down version of Ngu Hanh Son Mountain in Da Nang on the central coast.

Inside Bao Thap Tower are nine theme-based altars, one on each level, to venerate the country’s founders and later heroes and heroines like Ho Chi Minh, Tran Hung Dao and the warrior sisters Hai Ba Trung, who lived from 12-43 AD.

Fun and games

Built as a spiritual tourism spot that preserves the traditional culture and history of Vietnam, Dai Nam is also well worth a visit by fun-seekers.

An assortment of thrilling rides such as the roller coaster on square rails, electric car racing, water plume ride and the swing across the waterfall are similar to the offerings at Dam Sen, Suoi Tien or Nha Trang’s Vinpearland except that they are larger in scale to challenge action enthusiasts.

Believe it or not, visitors can even experience life after death in the Ky Lan Cung (Kylin house) where there are a dozen levels of Hell.

A state-of-the-art 4D cinema may be a good alternative if you don’t mind the sudden drop in temperature to minus 12 degrees Celsius inside Snow World, which is just around the corner.

The 22-hectare water park with wave pool is a must on a scorching day. The admission price of VND60,000 (kids under 140 centimeters get in free) includes free floats, chairs and shower.

Dai Nam also houses Vietnam’s first zoo where visitors can get a close-up view of formerly wild animals.

The 12.5-hectare zoo has 76 species of birds, reptiles and mammals, including many rare animals such as white peacocks, white tigers and white hippos.

These animals have given Dai Nam another national record, this one for having the most “white animals” in Vietnam.

GETTING THERE:

From Xo Viet Nghe Tinh Street in Binh Thanh District, cross Binh Trieu Bridge to National Highway No. 13 and head straight to the six-lane Dai Lo Binh Duong Highway. Follow this to Dai Nam Park. It can be busy, so a motorcycle will get you there and back quicker. Bus 616 from Ben Thanh Market is another way to make the 90-minute journey to Dai Nam and costs just VND 15,000.

Mui Ne tourism sidesteps slowdown

The resort town of Mui Ne in the central coastal province of Binh Thuan is flourishing in the middle of a general economic slump.
Local statistics show increasing numbers of tourists and new projects.

According to the Binh Thuan Department of Tourism, until March 31, the province welcomed 528,000 arrivals.

Tourism has contributed over VND400 billion (US$22.54 million) to the state budget during the first quarter of 2009.

The number of tourists arriving in Mui Ne in March increased 50 percent over the same period last year.

Managing director of the four-star Seahorse Resort and Spa, Tran Viet Ha, said many domestic customers have chosen Mui Ne over foreign destinations to cut costs.

“They usually stay from five days to a week and spend a lot. We have to grasp this opportunity,” he said.

A host of resorts including Seahorse, Hoang Ngoc and Saigon-Mui Ne have slashed their prices to attract more customers.

An official from the provincial Department of Planning and Investment said the beach town now has over 136 projects with over 70 active two-to-four-star resorts.

Investors are speeding up implementation of another 18 projects, he said.

The official also said Mui Ne had few pending projects unlike other tourist spots in the province like Bac Binh, La Gi and Ham Thuan Nam.

A representative of the Sea Links Golf and Country Club said it is completing a five-star hotel with 300 rooms, adding to its 18-hole golf course and 300 up-market bungalows.

Other projects by investors from South Korea, France and the US are also underway, tourist officials said.

Vice Chairman of Binh Thuan People’s Committee Nguyen Van Thu said the province will give priority to big and environment-friendly projects, adding that investors must abide by the authority’s urban plans.

“We will revoke the license of any investor who delays their projects on unreasonable grounds,” Thu said.

People crunch

Nguyen Van Khoa, head of the Binh Thuan Tourism Association, said one of the biggest challenges facing the province’s tourism sector is the lack of human resources.

The number of staff at local venues was very small and couldn’t meet the standard of a national-level tourist hub like Mui Ne, he said.

Khoa said few employees in the town could speak Russian, German, Japanese and Korean.

Other experts said the infrastructure in Mui Ne also needed to be upgraded.

Nguoi viet ho va ten... thousands years ago VN was under china rule... if u have visited Hue there's a small forbidden palace in the city where the ancient chinese was sent to VN to rule the country...so vn ppl surname are actually following ....
