Situation Report: Terrorism
One week after the Marriott bombing, security forces in the capital remain wary of a repeat attack. While the number of appealing targets in the capital are legion, this week's Asia edition of Time magazine indicates that the Indonesian police have long been aware of seven possible targets--three hotels, two malls, and two churches--derived from Jemaah Islamiyah documents seized in Semarang during April and interrogation of extremists captured in that same city. According to the Time article, the J.W. Marriott topped the list of possible hotel targets. This venue was identified in a sketch of Mega Kuningan found in the Semarang cache. Other hotels, according to the magazine, included the Grand Hyatt and Mulia Senayan. Probably not by coincidence, all three of these venues were not performing mandatory car searches for vehicles pulling in front of their respective lobbies and may have appealed to suicide bombers on that count. The two malls mentioned in the magazine were Kelapa Gading Mal and Citraland. It is speculated that the first was chosen because a large percentage of patrons are of ethnic Chinese origin; to Jemaah Islamiyah's way of thinking, this would limit collateral damage against Muslim pribumi. Citraland was apparently targeted because it belongs to the highest-profile ethnic Chinese property developer in Indonesia. Neither of these venues are frequented by large numbers of expatriates. The two churches were Bethany and Tiberius, both of which belong to the Gereja Bethel Indonesia charismatic movement. These churches are extremely aggressive in their proselytizing, and their memberships have increased dramatically in recent years. Few expatriates belong to these denominations. However, it should be noted that both frequently hold worship services in office buildings and banquet halls across the city. It is believed that the premature August 2001 bombing at Atrium Mal was intended as a strike against an office for charismatic Christians in the same building. In addition, two floors in the hotel next to Citraland are regularly used by the movement. Ironically, many of these targets may now become some of the most secure sites in Jakarta as a result of proactive security measures. In addition, Jemmah Islamiyah terrorist may wish to seek out softer targets not mentioned in the press. Most of the advice offered last week still stands: · Religious Services. Try to attend English-language services during off-peak hours (for example, any time other than Sunday morning). When attending religious services, always attempt to park in controlled-access lots rather than spill-over lots. · Western fast food franchises. Limit your time at fast food restaurants, especially Western franchises that are close to the curb. Use the home delivery option when available. · Shopping Malls. Spend as little time as possible near the front entrance or at the main vehicle drop-off point; if possible, use alternate entrances to the mall. If possible, use entrances where car searches are required (at Plaza Senayan, for example, there are several rear entrances to the mall where car searches are mandatory). Do not patronize restaurants that are close to the front entrance or have large windows facing the street. · Hotels. Spend as little time in the lobby as possible. Spend as little time at the main vehicle drop-off point as possible; if they exist, use alternate entrances to the hotel (at the Grand Hyatt, for example, the hotel can be accessed from the mall). Do not frequent coffee shops that are readily visible from the curb. · Restaurants. Consider frequenting lower-profile, stand-alone restaurants rather than those in five-star hotels. The former would be unlikely targets for a terrorist attack because they would not have critical mass for potential casualties. · Office buildings. Spend as little time as possible in the lobbies of high-profile office complexes, especially those with major American tenants and/or large panes of glass. If you have not already done so, consider giving your chauffeur a cellphone; this will enable you to coordinate pickups in more efficient fashion than relying on car-call announcements, thus minimizing the amount of time waiting in front of lobbies.
