you can top up in singapore...many had tried before...just do the same thing as you topped in Vn..but you must have purchased top up cards and brought it back with you...or get someone to buy and give you the pass-codes...

if you knew some vendors they can use phone to transfer credit into your phone number...used to have this kangtao but now no more...
