depends la. usually non compoundable like if he is a serial molester who molested 200 girls, or the girl is underage like 10 yrs old, or the molest involve making the victim perform oral sex etc, or he squeeze her butt by flashing a penknife etc.

Ukrainian man cleared of molest charges against flight attendant

Seems to be a new trend of "compensatory justice" in molest cases. Which may actually be better than punishing the offenders by jailing them, because at least now, the victims are compensated for their trauma.

In general, these offenders are rather stupid. For a few fleeting seconds of sexual thrill which often do not amount to much, they run the high risk of heavy, pecuniary punishment, or even worse, jail time with a permanent criminal record. Whereas they could have enjoyed hours and hours of sexual pleasure for the amount of money they have to pay to their victims when caught.

Ex-security officer jailed for molestation

A man who was convicted earlier of molesting a bus commuter twice was jailed for four months on Tuesday.

Kwan Ngai Yee, 55, a former security officer, had claimed trial to two counts of using his fingers to poke the right side of a 21-year-old student's body near her breast on board an SBSTransit bus on Dec 16, 2010.

The woman had testified at the trial last year that she was seated on the upper deck at the second last seat when she fell asleep about half an hour into the journey. She was awakened by some poking sensation at the right side of her breast twice within a few minutes.

No one was seated by her side but she saw the figure of a man behind her. To confirm her suspicion that the culprit was indeed sitting directly behind her, she pretended to fall asleep. Less than a minute later, she saw a hand coming through the gap under her armpits. She immediately sat up straight and shifted her body. At the same time, she saw the hand pull backwards.

The court heard that she had sent her boyfriend text messages that she had been molested.

She followed Kwan back to his block of flats, waited for her boyfriend to arrive and he called the police.

District Judge Lee Poh Choo agreed with the prosecution that a signal must be sent that persons who preyed on young women on public transport should be jailed.

Kwan could have been jailed for up to two years and/or fined for outrage of modesty on each charge. If he is below 50, he may even be caned.

Why no compensatory justice in this case? The judge's reason is not consistent with the other case when the molestation took place on a plane. In that case, the offender was acquitted after paying compensation. But aren't buses and planes both modes of public transport?

But of course, the judges in the two cases are not the same. Seemingly, even in Singapore, what punishments offenders receive depend greatly on who is doing the judging.
