Typhoon Nock-ten to strike East Vietnam Sea next week

TUOI TRE NEWS
UPDATED : 12/25/2016 10:04 GMT + 7

A tropical storm forming east of the Philippines has been forecast to enter the East Vietnam Sea in the next few days, carrying strong winds.

Typhoon Nock-ten can be considered a superstorm packing winds of 180km per hour and squalls of up to 220 km an hour, the National Center for Hydro- meteorological Forecasting said, adding that the storm would reach the East Vietnam Sea on Monday night.

The tempest was located some 350 kilometers east of the Philippine islands on Saturday night and moving westward.

It is anticipated to weaken as it passes the eastern ocean of the Philippines on Sunday, before speeding up and making landfall on Luzon Island on Monday.

The storm will enter the southern part of the East Vietnam Sea later the same day, carrying winds of 134-149km per hour.

Weather forecast centers from Japan and the United States said that Nock-ten, upon its arrival in the maritime area, would travel northwest and later southwest.

According to the National Center for Hydro- meteorological Forecasting, under the combined effect of the storm circulation and a cold front from the north, central Vietnam is expected to be dampened by heavy rain, between 100 and 300 millimeters, from December 28 to January 2, 2017, with high risk of flooding also anticipated.

Hundreds of thousands of people in the Philippines have been evacuated.
Meanwhile, northern Vietnamese provinces will be affected by a cold spell on Tuesday morning.

Light showers are forecast while rough seas are also predicted with winds of around 60km per hour in the northern part of the East Vietnam Sea.

Average temperatures in the mainland, including Hanoi, will be around 11 to 13 degrees Celsius and between six and eight degrees Celsius in mountainous areas.

It will be two to five degrees Celsius in some localities at higher altitudes.

Hundreds run for clean toilets in southern Vietnam

TUOI TRE NEWS
UPDATED : 12/26/2016 21:02 GMT + 7

Hundreds of young Vietnamese people and students on Sunday joined a run to raise awareness of sanitary restrooms.

The Urgent Run at the Center for Culture and Cinematography in Binh Duong Province was part of the global Urgent Run organized by the World Toilet Organization, a non-profit organization committed to improving toilet and sanitation conditions worldwide.

Initiated in 2013, the global Urgent Run is a call for urgent action to end the sanitation crisis, aiming to bring communities around the world together, as well as raising awareness for the global sanitation challenge and engaging people with sanitation issues in their local communities, according to its website.

According to Le Van Hiep, head of the World Toilet in Vietnam, around 2.5 billion people across the globe do not have access to sanitary toilets.

Insanitary toilets and toilet shortage are among the causes leading to diarrhea that kills 800,000 children a year, Hiep added.

Specifically, around 1,000 children died per day from diarrhea diseases due to poor sanitation in 2013 and these deaths are preventable, the World Toilet asserted.

The World Toilet is collaborating with the government and enterprises of Vietnam, which still sees a large number of insanitary and makeshift toilets, to build up programs for sanitary toilets.

The programs are meant to research modern technology and build environment-friendly toilets in public places such as schools and hospitals.

Binh Duong is the first place in Vietnam where sanitary toilets are constructed with funds sourced from the private sector.

Ho Chi Minh City to provide credit for locals to produce bird nests

TUOI TRE NEWS
UPDATED : 12/26/2016 16:43 GMT + 7

Ho Chi Minh City authorities have promised to provide people in outlying Can Gio District with financial support to produce edible bird nests, as part of an effort to eliminate poverty in the area.

Dinh La Thang, secretary of the municipal Party Committee, suggested the idea during a meeting with leaders of the People’s Committees from Ly Nhon, An Thoi Dong, and Binh Khanh Communes on Sunday.

Prior to the meeting, Thang took a first-hand look at how local residents live solely on the production of shrimp, sea salt, and edible bird nests.

According to salt farmers, with the average price of VND300 (US$0.01) to VND600 ($0.03) per kilogram, they can only make up to VND50 million ($2,197) a year, while production costs account for about VND30 million ($1,318).

Meanwhile, raising shrimp can earn them a higher yearly income of between VND100 million ($4,395) and VND120 million ($5,274), local residents said, adding that risks associated with this aquaculture include bad weather and polluted water resources.

Only the sale of swiftlet bird nests can generate a stable revenue thanks to their high price, about VND20 million ($879) per kilogram.

But raising edible-nest swiftlets requires billions of dong (VND1 billion = $43,955) in initial capital, local residents said.

As over 50 percent of the households in Can Gio are poor, Secretary Thang stated that edible bird nest production would be the most viable means to help them escape poverty on account of low risk and high profit.

The official suggested that each family could be offered VND300 million ($13,139) to VND400 million ($17,582) in loans to start the business, which received positive feedback from the locals.

He set a goal to help eradicate poverty in Can Gio by 2020, asserting that focus should be directed to switching from sea salt production to shrimp and bird nest production.

Competent agencies should assist residents in building a brand for their products to attract consumers and investment, Thang added.

Vietnamese official shot bosses dead over bitterness at work: police

By VnExpress December 26, 2016 | 06:03 pm GMT+7

Two province leaders were killed before the only suspect shot himself in a violent case that rocked the nation in August.

Police on Monday reaffirmed that the fatal shootings of two provincial leaders in northern Vietnam in August were related to a job assignment disagreement and "bitterness."

They also confirmed again that the main suspect had also killed himself. This means the case is now effectively closed.

The conclusions came after months of investigation, which did not find any suspect other than Do Cuong Minh, then director of the Forest Protection Agency of Yen Bai Province.

Vietnam’s top leaders to skip usual Lunar New Year visits

By VnExpress December 22, 2016 | 02:00 am GMT+7

The government's getting tough on gift giving and wasteful spending this holiday season.

In a break from tradition, top Communist Party and State leaders will not take any official visit trips to cities and provinces during the coming Lunar New Year, or Tet, holiday.

The government portal said in a statement Wednesday that the decision was made by the influential Secretariat, which oversees the Communist Party's day-to-day policy implementation, in a bid to curb unnecessary spending during the country’s biggest festive celebration.

City and provincial officials have also been banned from giving gifts to high-ranking leaders.

Vietnamese have a tradition of visiting others and offering greetings and gifts during festivals, especially Tet, which falls on January 28 next year.

In many cases the gifts can be bribery in disguise that officials use to curry favor with their bosses, according to media reports.

Prime Minister Nguyen Xuan Phuc in late November banned government officials from offering gifts to their superiors during the holiday.

“I have instructed them [government officials] not to pay any visit to the prime minister or other senior government, ministry and agency officials," Phuc said at a monthly cabinet meeting. Any kind of Tet gifts would also be prohibited, he said.

In mid-November, Phuc approved a seven-day Tet break from January 26 to February 1.

Fireworks ban

Provinces and cities in Vietnam have also been prohibited from celebrating the upcoming Lunar New Year, or Tet, with fireworks shows, long a staple of the country's biggest holiday.

According to a new directive from the Communist Party's Secretariat, some cities and provinces including Hanoi and Ho Chi Minh City have often been allowed to hold fireworks shows for Tet. The directive stopped short of whether there would be any exception for Hanoi and Ho Chi Minh City.

But this year the money should be used to help poor people, the directive said, adding that any violations will be severely punished.
