A child is sexually abused every eight hours in Vietnam

Recent statistics have revealed that over 1,000 children across Vietnam are sexually abused on a yearly basis, meaning that one child falls victim every eight hours.

The Gender Based Violence Prevention Network (GBVNet), a network of 15 organizations working on gender and gender-based violence in Vietnam, released an announcement on Monday to voice their concerns over the alarming increase of child abuse cases in the country.

Over 1,000 children in Vietnam become victims every year, or one child every eight hours, the GBVNet said, quoting statistics of the Ministry of Public Security.

According to Nguyen Van Anh, director of the Center for Studies and Applied Sciences in Gender, Family, Women, and Adolescents (CSAGA), many cases of child abuse have not been investigated properly, meaning the culprits have not been sternly punished.

In these scenarios, authorities require proof of any violation, and evidence of molestation is difficult to obtain, Anh said.

Meanwhile, the credibility of statements from young victims is often questioned, resulting in many inconclusive cases.

Dang Hoa Nam, head of the Department of Child Care and Protection under the Ministry of Labor, War Invalids and Social Affairs, backed the opinion by saying that regulations have not been laid out to aid the investigation of child abuse crimes.

Nam listed the ongoing case in the southern province of Bia Ria-Vung Tau, in which an accusation against a 76-year-old man harassing seven children is yet to be clarified after over six months.

State President Tran Dai Quang has had to give orders personally to expedite the investigation.

According to Nam, child abuse has become more serious in Vietnam and also more complicated as many offenses are committed by the victims’ relatives, step dads, or even birth fathers.

“These cases are just the tip of the iceberg,” the official warned.


On full alert

Le Minh Tan, director of the Ho Chi Minh City Department of Labor, War Invalids and Social Affairs, said that people must be on full alert.
In 2016, nearly 100 children in the southern city were molested, of whom 24 were raped, Tan revealed, adding that young victims are traumatized by the events.

It is necessary to raise awareness for parents and equip children with sufficient knowledge so that they can defend themselves against strangers, the official continued.

Several hotlines have also been established for local citizens to report cases of child abuse to the relevant authorities.


Cases to be brought to light

On Monday night, the Hanoi Department of Police launched an investigation into the alleged molestation of an eight-year-old girl in Hoang Mai District, following an order by Deputy Prime Minister Truong Hoa Binh on the morning of the same day.

On January 8, N.T.L., the victim’s mother, discovered her daughter had been sexually harassed, while the young girl claimed that the culprit was C.V.H., who lived in a nearby rented house.

Two months after L.’s accusation, police in Hoang Mai District concluded that there was not enough evidence for them to bring charges.

In another case, police officers in Thu Duc District, Ho Chi Minh City, held a press meeting on Monday afternoon to talk about the purported abuse of 7-year-ol N.T.P.N.

N.’s mother discovered a bloodstain near her genitals and later took her to Tu Du Hospital for an examination.

Based on the results, doctors said that N. could have been abused, while the victim stated that she was molested by a man at school.

However, the Thu Duc Education Office later announced that the bleeding had refsulted from N. tripping and falling in her class.

Officers said that the girl’s statements were inconsistent, while her mother claimed that she was afraid to tell the truth at first.

The Ho Chi Minh City Association for Child Rights Protection has offered free-of-charge lawyers to assist N. and her mother during the entire case.

Vietnamese women arrested in Malaysia with ecstasy-infused instant coffee

The suspects reportedly to have crushed the drugs into powder and sold them in 3-in-1 coffee sachets.

Two Vietnamese women have been arrested in Malaysia for drug trafficking, VietnamPlus reported.

Police busted a ring engaged in packing ecstasy in tea and coffee packets, Kuala Lumpur’s drug crime investigation chief Guan Beng Kang said at a press conference held Monday.

The drug police initially detained a 27-year-old suspect at 2 a.m. last Friday, who snitched on his 24-year old Vietnamese wife and a 42-year Vietnamese woman at an apartment in Kuala Lumpur.

The raid team also detained a local married couple aged 43 and 34.

Guan added that police seized 16.48 grams of what is believed to be methamphetamine along with 1,259 grams and 41 capsules of ecstasy powder, 187 ecstasy pills, a plastic packet containing what is believed to be amphetamines, another packet of the anesthetic ketamine, 10 pills of intermediate-acting hypnotic drug Eramin 5 and a clear packet of marijuana, said Guan.

“Their modus operandi was to crush the ecstasy tablets using pestle and mortar and place the powder into 3-in-1 coffee sachets before selling it f between RM200 and RM300 ($44 - $67),” newswire Bernama quoted the drug crime investigation police chief as saying.

Guan said police also seized a pistol, drug-processing tools, and case valued at about RM90,000 at the scene.

The suspects will remain in custody for seven days pending the results of further investigation.

Vietnamese flight attendant charged with gold smuggling

The woman and her husband were caught trying to smuggle $220,000 worth of gold.

A former Vietnamese flight attendant, her husband and an aircraft technician were charged Tuesday, with smuggling gold from Vietnam to South Korea, Voice of Vietnam reported.

Last July, Hoang Thi Ngoc Anh, 35, paid an aircraft repair technician to smuggle four gold bars worth more than $220,000 onto a plane parked at Noi Bai International Airport in Hanoi.

Prosecutors say the technician received VND2 million ($88) to sneak the gold under a seat Anh had booked on the plane.

At midnight on July 27, the former flight attendant and her husband were arrested in their seats.

Investigators say Anh managed to smuggle 20 taels of gold (26.4 ounces) into South Korea prior to her arrest.

Ngoc Anh worked as a crew member for the state-owned Vietnam Airlines before taking unpaid leave in 2014.

Top robusta exporter Vietnam may face coffee drain in May-June - Intimex

Traders and roasters are stocking up ahead of a projected shortfall in global output this year.

The world's largest exporter of robusta coffee Vietnam could fall short of the bitter beans in the next two to three months due to rising shipments and dwindling domestic stocks, top exporter Intimex said on Tuesday.

A smaller harvest is expected this year in export rival Indonesia and falling shipments in recent months from top producer Brazil have prompted trading firms and roasters around the world to stock up to intercept the shortfall in Vietnam, traders said.

"In May or June Vietnam will be short (of supply), given it has been actively exporting recently," Do Ha Nam, general director of Ho Chi Minh City-based Intimex, told VnExpress International.

Intimex is Vietnam's biggest coffee export company, accounting for about 30 percent of the country's total shipments.

Nam's view of the shortfall is in line with a projection made on Monday by Luong Van Tu, chairman of the Vietnam Coffee and Cocoa Association.

Tu said that Vietnam's coffee exports may dip by between 25-30 percent in the 2017 calendar year due to thin carryover stocks.

The U.S. Department of Agriculture (USDA) estimated Vietnam's coffee stocks at the end of the 2015/2016 season at 230,000 tons, or 3.83 million bags, down 40 percent from a year ago.

Coffee exports have been rising, and Vietnam's shipments between October 2016 - the start of the current crop year - and last month totaled 667,000 tons, up nearly 5 percent from a year ago, based on the latest Vietnam Customs data. The crop year runs through September 2017.

In February alone, Vietnam exported 146,400 tons, or 2.44 million bags, the highest volume in a month since 2014, customs data published on March 9 showed. One bag is equivalent to 60 kilograms.

In the same month, Brazil exported 2.48 million bags, its lowest monthly volume since July 2016, based on data published the same day by the Brazilian Coffee Exporters Council.

Last month, Brazil's Agriculture Ministry sought permission to import 1 million bags of robusta to cover a domestic shortfall, but Brazilian President Michel Temer turned down the plan after farmers said it would hurt them.

"Vietnam may not take away Brazil's top position in coffee exports, but it will remain the world's biggest robusta exporter for a while," Nam from Intimex said.

Last year, Vietnam briefly seized the crown of being the world's largest coffee exporter in April, a ranking it managed to hold through July 2016, based on monthly customs data and the Brazilian council.

Traders attributed Vietnam's rising coffee exports so far in the 2016/2017 season to stockpiling by international trading firms and roasters.

"They started to prepare for possible shortages as soon as Vietnam began its current crop year," a Vietnamese trader at a foreign firm in Ho Chi Minh City said.

Indonesia is projected to harvest 10 million bags of coffee this year, down 17 percent from the previous season, the USDA said in its December 2016 coffee report, citing "severe drought throughout most of the growing regions".

In Brazil, "robusta production is expected to drop an additional 2.8 million bags to a 10-year low of 10.5 million due to above-average temperatures and prolonged dry spells in Espirito Santo, where the vast majority is grown," the USDA report said.
