Yes if intentional - I think it is so stupid that they block their site outside of Japan. It seems like they do not want foreign business.

You basically have 2 options:
1. you can download videos from blogs on filehosters for free
( some mentioned in this thread or you can pm me for more)

2. You can try to go through a Japanese proxy to view and purchase downloads from the SMQR website. I personally would not do this as I do not even know if they accept non-Japanese ccards and downloading a large file via proxy would be slow and cumbersome.
And please do not ask me questions about proxies/how to view IP blocked sites. Plenty of info on the web on how to do it already. .
