sporean are not allowed to open saving a/c unless of employment that means got work permit, most bank will ask u to open current a/c cos of some funny rule abt giving interest to foreign a/c holder , a lot of paper work for bank staff. if really need to open a/c try those foreign base bank like citibank stanchart or hongkongshanghai it will be easier due to their foreign bank status
Another reasons, could it because the bank only correspond with account holders locally. For non residents from other countries the banks need to incur additional postage and other documentation difficullties +++++ ?

There is Citibank and Stanchart in JB. Another alternatives would be to open a Maybank account in Singapore. The ATM card can be used both here and in Malaysia, however, if use in Malaysia, Maybank will charge S$2 for every transaction. Of course the exchange rate if withdraw from the ATM in Malaysia will be lower according to prevailing bank rates.

I have both DBS and POSB ATM cards, both can also make transaction at JB ATM machines. Charges is also S$2 per transaction. My intention is to open an account to deposit ringgit when the exchange rate are good. The bank interest rate there, I believe, is also higher than in Singapore.

not too sure bout the additional cost but these foreign bank are in town area
citibank - city plaza
stanchard - opposite Pelangi Plaza at the cross junction traffis light can see liow
HKSB - at town area near beside the post office only
notice more carefully when u cumming in from sg and heading towards sentosa/pelangi area
