It happened in 1996. TBH, i am not sure of the details. All i hear frm my dad was that this fella was stationed in the Bangkok office and he visited Laos for ladies. And apparently he gave conflicting accounts of the incident to the police and investigation showed that he wanted to part cover the truth as the girl he took was underage by Lao laws. No one got caught and the whole incident was sort of suppressed by the govt... But he's survived the whole ordeal and is still doing ok with that one kidney that he still has...

That is why the government keeps Mekong area as "clean" as possible and all the fun has moved outside Mekong area and is hidden behind closed doors and does not even target westerners anymore. Except for a few aging bar girls in lame ass places like oh la la bar.
