Oh...my idea od them "short-changing" is their ways in fulfilling orders, i.e. reducing what they had proposed to do before clinching my "sales" (confirm the order of services). IMHO, this is bad business strategy. So it's quite easy to shortlist the good ones through observations n some recommendation.
