Yes puberty starts early for the girls nowadays. I have a female cousin who like to come out of the bathroom naked to wear clothes when she was young. As a kid, it's quite normal and nothing much to see. When she was 12 years old, one day I was at her house and she was bathing. I was in the kitchen just drinking water and suddenly she opened the door and came out naked. Her boobs were quite well developed at least a B cup. That's what happened to my ex. Back in poly days she always wear this bra that's 1 cup bigger to look bigger from outside. Once bend forward abit everything on display.

In taiwan, girls are 1.65m in sec 1/2 age group. But most are still A cup however can see some are B or C cupper too

Ya rare to see girls braless on public transport. If neighbourhood area then maybe still can see a few. Some girls you see like never wear bra but actually is because the top got padding or they put nipple tape.
