Bandung, not Jakarta, is Indonesia’s most traffic congested city according to new study
Bandung was once seen as the ideal weekend getaway destination for Jakartans wanting to escape the capital’s maddening macet, but a new study showed that the West Java city has become even more congested than Jakarta. In late September, the Asian Development Bank (ADB) published a study called the 2019 Update of the Asian Development Outlook, which focuses on matters related to growth in 278 Asian cities. Among the yardsticks for urban growth is traffic congestion, and the study goes about measuring congestion in Asia’s large cities (those with a population of at least 5 million) by determining the time needed to travel during peak hours compared to non-peak hours. The result may come as a surprise to us in Indonesia, as Bandung came 14th on the list with a congestion value nearing 1.2, meaning that its citizens spend close to 20% more time on the road during peak hours than off-peak hours. Jakarta came 17th in the list, while Surabaya was the only other Indonesian city at 20th. Rendiana Awangga, a member of the Bandung City Council, blamed the city administration for Bandung being named the most congested Indonesian city in the study. “First and foremost, there is a lack of acceptable public transportation that could encourage the public to ditch their private vehicles,” Rendiana told Detik today. “The city administration must revitalize public transportation in Bandung. Plans for a light rail transit system, cable cars and more bus routes must be accelerated.” Of course, different studies use different methodologies to determine traffic congestion and, more often than not, it’s Jakarta that gets the unenviable title of the most congested city in Indonesia. For example, a study in 2017 ranked Jakarta’s traffic as the 12th worst in the world, far higher than any other Indonesian city. |

Indonesian lawmaker says foreigners ‘need not worry’ about RKUHP article on extramarital sex
A lawmaker from the House of Representatives (DPR) claimed yesterday that foreigners visiting Indonesia “need not worry” about articles criminalizing sex outside of marriage contained in the draft revision to Indonesia’s criminal code (RKUHP), highlighting that charges can only be made by immediate family members of those involved. Teuku Taufiqulhadi, who is a member of the RKUHP working committee in the DPR, told reporters that he recently met with ambassadors from countries in the European Union and explained to them what the articles on extramarital sex entailed. “They asked why the article on extramarital sex was included in the criminal code? Isn’t it a privacy matter? I explained that we have included this article from the perspective of Indonesia as a religious [country], and extramarital sex is immoral. For that, the act will be criminalized,” Teuku said, as quoted by Detik. Under Article 417 of the current RKUHP, extramarital sex or adultery would be a crime punishable by up to one year in prison. Teuku emphasized that the charges can only be made against the offending party by either the spouses, parents or children of those involved. “So clearly, foreigners will not be charged under this article just because they are not husband and wife,” Teuku said. Article 419 on cohabitation under the RKUHP also poses a concern for foreigners visiting Indonesia, as the article makes cohabitation (which the legislation defines as two people living together as man and wife outside of marriage) a criminal act that can be reported upon by third parties, including village heads, and punished by up to six months in prison. Despite what seemed to have been the latest version of the RKUHP, according to a Detik report that quoted Justice and Human Rights Minister Yasonna Laoly last week, charges can only be made if the police received a report from either the parents or children of those involved. “If a foreigner is accused of cohabitation in Bali, their parents must come, or their children, to report,” Yasonna was quoted as saying. The articles on extramarital sex and cohabitation are merely two of many controversial articles in Indonesia’s RKUHP, a grave matter which has seen thousands of people, led by university students, rallying on the streets of cities across the country in protest of the bill. Yesterday, hundreds of students held a peaceful rally in Denpasar to protest a number of issues that have troubled the country in recent months. It’s worth noting, however, that the RKUHP is just one of several matters that these university students in Indonesia are raising in their protests. Among these are demands for the revocation of the recently revised law governing the Corruption Eradication Commission (KPK) and the arrest of parties responsible for the forest fires ravaging parts of Sumatra and Kalimantan. |

Indonesian police ramp up suspect search after IS-linked attack on chief security minister Wiranto
Indonesian police were searching for more suspects today after two militants from an Islamic State-linked terror group stabbed the chief security minister, as the politician recovered in hospital following emergency surgery. Wiranto, a 72-year-old former army chief, was stabbed twice in the stomach as he left his vehicle in Pandeglang, West Java yesterday. The assassination attempt comes shortly before President Joko Widodo begins his second term as leader of the Southeast Asian archipelago of 260 million people, the world’s biggest Muslim-majority nation. Yesterday, Jokowi ordered the national police and intelligence agency chiefs to pursue other suspects in the attack and the extremist network allegedly behind it. “An attack like this should set off alarm bells for security personnel to increase their caution,” said Ridwan Habib, a terrorism researcher at the University of Indonesia. Today, Wiranto was in hospital following surgery and reportedly recovering. “I visited him earlier today. He could talk but still looked weak,” presidential chief of staff Moeldoko told AFP today. “He remains in intensive care.” A 31-year-old man and a 21-year-old woman, reportedly a married couple, were arrested at the scene in Pandeglang. They were later identified as members of Jamaah Ansharut Daulah (JAD), an extremist organisation loyal to IS that was responsible for several previous attacks, including deadly suicide bombings at churches in Indonesia’s second-biggest city Surabaya last year. The male suspect had reportedly been under surveillance by the intelligence agency in Indonesia, which has long struggled with extremist Islamist groups. Some past attacks have been against police and other state symbols, but yesterday’s incident is thought to be the first known assassination attempt by JAD on an Indonesian politician. Authorities routinely arrest suspected IS-loyal militants they claim were planning bomb and other attacks. Three others — a local police chief and two aides — also suffered knife wounds in Thursday’s attack but authorities said they had non-life-threatening injuries. Wiranto, the retired chief of the armed forces and a failed presidential candidate, was appointed to his post in 2016 and oversees several departments, including the foreign affairs and defence ministries. A major figure in Indonesian politics, he has faced controversy over alleged human rights violations and allegations of crimes against humanity linked to Indonesia’s brutal occupation of East Timor. In May, police said Wiranto and three other top officials were targeted in a failed assassination plot linked to deadly riots in Jakarta after Widodo’s re-election victory. A group of six people — arrested before they could carry out the killings — hoped the killings would plunge the country into chaos, police said at the time. |
