Kemang is a high class district hence prices are exhorbitantly high
Kemang may be up market as there are many pubs and cafe but thats a lousy place to try and pick up gals. Most of the people there are usually the well to do type and rather sombong. I wouldn't recommend Kemang area for fishing.
Our friend may be staying there because he doesn't understand Jakarta. Kemang is a traffic crazy place esecially on Friday nights and weekends. The roads are narrow and the road system is shit.

Go to Kompleks Kokan Kelapa Gading. There are Sumo (lokal & imports), King Kross (Lokal & PRC), MTR2 (lokal).
To Classic: Not that far, about 35.000 rupiah by taxi.
