I think those joints that kena raided most likely do not obtain the necessary massage licenses approved by SPF plus they are situated in HDB areas (no-no locations for spas).

13 months jail in lieu of fine as cannot/refuse to pay up.
Some people would rather save the money and go inside to squat.... after all 13 months is not long and you will be out in 8 months after remission whereas it will take them much longer to earn back the fine amount.
