Exchange Points Guidelines:
1) Higher powers: state the minimum power required for exchange
2) Lower powers: Upz those near your power or indicated otherwise above
3) No power : Appeal for Upz /promise return to get power

Complaints
1) Contribute to Petain but no Upz
2) Got zapped for no reasons / lost power
3) Upz but no return
