Man admits to tainting colleagues' drinking water with semen

Sim Keng Tee, 39, pleaded guilty on Wednesday afternoon to two charges of mischief where he tainted two of his female colleagues' drinking water with his semen.

This was two of 10 offences he pleaded guilty to in court. The names of victims were not revealed to protect their identities.

The civilian officer in the Singapore Police Force mixed semen into his colleagues' drinking water on two separate occasions in 2008 at his office along Irrawady Road. He has since been relieved of his position in the police force.

On February 21 2008, he masturbated to a photograph of his female colleague, and collected the semen in a small bottle. He recorded himself doing this on his handphone.

He then returned to his office and waited for her to leave her desk temporarily. When she did, Sim mixed his semen with the drinking water in her water bottle. He also recorded this.

As the water bottle was tinted red the victim did not realised the water was no longer clear.

Sim then struck up a conversation with the victim when she returned to her desk and secretly recorded her drinking the tainted water.

Two months later, on April 2, 2008, Sim repeated his actions with a second female colleague.

This time, instead of pouring the semen into her water bottle, he poured it into her bottle of green tea.

As the bottle was wrapped in plastic, the victim did not realise the difference. Again Sim, struck up a conversation with his victim while he recorded her drinking the water mixed with his semen.

Sim saved these videos on his personal computer at home.

These videos and more were discovered in a police raid conducted in 2009 when a third female colleague reported him to the authorities after she caught him taking up-skirt photos of her.

The police raid also revealed that Sim had taken videos of four of his colleagues and had organised the videos on his personal computer into separate folders named after each victim.

How he was discovered

On September 10, 2009, Sim approached a colleague at her desk and asked her to pass him a stack of documents.

While she was standing up, Sim squatted on the opposite side of the desk.

When she turned around, she noticed that Sim was holding his mobile phone under her skirt.

After a struggle, she managed to grab the phone and discovered the upskirt shots of herself.

She then reported the matter.

In court today, Sim pleaded for leniency saying he had voluntarily put himself through medical check ups and counselling sessions.

Further to the 10 charges that Sim pleaded guilty to, another 149 charges will be taken into consideration for sentencing to be held on December 1, 2010.

Deputy Public Prosecutor Kumaresan s/o Gohulabalam requested for a substantial jail term because of the number of charges brought to light.

For intending to intrude upon the privacy of a woman, Sim faces imprisonment for a term which may extend to one year or a fine, or both, for each of the eight charges at hand.

He also faces imprisonment for a term which may extend to one year or a fine, or both, for each of the two charges of mischief faced.

Serial offender spiked colleagues' drinks with his semen, and filmed them drinking


SIM Keng Tee was a pervert who secretly took photographs up women's skirts.

But it was not nearly enough for the 35-year-old to prey on strangers in public places.

The former civilian officer with the Singapore Police Force (SPF) resorted to taking photographs up his women colleagues' skirts as well.

Again, he did not stop there.

Obsessed with one colleague, he masturbated in front of her photograph, collected his semen and mixed it into her drinking water.

He filmed his actions at every stage, and secretly filmed her drinking the filthy water. A second woman colleague fell victim similarly when he mixed his semen into her tea.

Describing the case as one of the most serious ever to come before the courts, District Judge Shaiffudin Saruwan yesterday called Sim's acts 'absolutely reprehensible'.

He sentenced Sim to 18 months' jail for tainting his colleagues' drinks with his semen and recording upskirt images.

The bachelor had pleaded guilty to two charges of mischief for tainting the drinks, and eight of intruding into the privacy of his female colleagues and unknown women between 2005 and last year.

Another 149 charges were considered during his sentencing. Sim resigned from the police force last year after working there for about five years.

The judge said the manner in which he went about committing them was 'very aggravating indeed'.

Deputy Public Prosecutor Kumaresan Gohulabalan told the court earlier that Sim's offences came to light in September last year when he was caught using his cellphone to try to take upskirt shots of a female colleague in the office.

She snatched away his phone and reported him after finding some upskirt photos of herself in it.

Police who raided his Farrer Park Road home found various multimedia storage devices containing videos of four women colleagues in separate folders, with subfolders for each incident based on the date of the recording and the women's names.

Investigators found that on Feb 21, 2008, he recorded himself masturbating in front of his colleague's photograph and collecting his semen in a small bottle.

He then went to his office and, when his victim left her desk temporarily, he mixed his semen with the drinking water in her water bottle.

When she returned, he struck up a conversation with her before going off to secretly film her drinking the tainted water.

Less than two months later, he did the same thing again, this time contaminating another woman's green tea.

In sentencing, Judge Shaiffudin noted that Sim had been diagnosed to be suffering from voyeurism when investigations were ongoing early this year.

He said fines alone were out of the question, as the sentencing norm for upskirt offences was a jail term.

He said he would consider Sim's medical condition in imposing a jail term. But he added that the large number of similar charges indicated the serial nature of Sim's offences, and this was an aggravating factor.

Earlier, when asked if he was still undergoing counselling and psychiatric help, Sim said he had chosen to quit midway as his treatment involved interviews with his family members who did not know about his offences then.

Asked if he would consider getting a medical report from his counsellor or psychiatrist, he declined, saying he was willing to accept punishment.

He also did not want to seek treatment at the Institute of Mental Health (IMH) which had earlier referred him to a psychologist for his voyeurism.

The judge said he was prepared to give him a chance to get a medical report from IMH before passing sentence, but stressed that this would be on a purely voluntary basis.

But Sim still declined, saying he preferred to face the music and accept the court's punishment.

He could have been jailed for up to one year and/or fined on each of the 10 charges.
