Now u got power to up or down people's points via the top right corner of [any user]'s post.

something like upvote/downvote. Can click the "balance scale" that icon to up/add someone's reputation points or to downvote/zap their points.

believe your first power is unlock after reaching >100 points.
And you get additional power for every year that your acct has existed.
(hence if u create in feb2008, ur acct is agar agar 17years old, so either 16 or 17points/power from yearly accrued experience; which i assume ur forum bday havent cross yet; hence 16power from years & 1 power from hitting >100points, total 17power for u to go upvote/exchange/trade/down/zap ppl)
