Why are so many foreigners allowed to have dual citizenship but not singaporeans!

I understand that people who settle in Singapore eg new citizens and Singaporeans are not allowed to have dual citizenship. Recently I got to know a friend, Winnie Lui Wing Lam in my school, NTU. She is a Hongkonger and came to Singapore when she was 1 year old and has since taken up Singapore citizenship. What's unsettling is that she told me she also have Hongkong IC and passport which means she has never renounced her HK citizenship. She proudly told me she has never planned to settle in Singapore and that when the time is ripe she will move back or go overseas. After hearing this, I kept quiet and walked away. Since then I did not speak to her again. My question is, why do the govt, more specifically, the ICA allow people like her to hold dual citizenship and take up our resources like school fees subsidies, HDB grant and so on when it's clear that people like her are only using Singapore as a stepping stone.
