PLA scheduled to build 10 carriers to takeover USA as world's top naval force, and as US carriers lifespans are up and withdrawn in reduction, PLA will have the highest strength in next few years. There is a enormous pipeline in world's highest building capacity @ highest speed to build not just carriers and warships but submarines. Xi & Ang Moh Trump both knows this but, Xi just does not want to seem like deliberately flaunting forces just before the summit. So the carrier's launching is held, and the works which are supposed to be done after launching into sea, are being done now, inside dry dock instead of in the water.

Xi: Do Not Panic Ang Moh! I will be only swallowing you later, not now.... ;)
